Staff position, full time, exempt employee

The salary for this position is $65,000 - $85,000 per year, commensurate with experience. Eno also offers a competitive benefits package that includes but is not limited to :

The position in based in Washington, DC, though remote work flexibility will be considered.

Eno provides government and industry leaders with expert research, timely analysis, and an independent voice that they can trust.

Our policy work centers on understanding the major challenges facing multimodal and national networks in order to develop actionable, pragmatic recommendations for transportation professionals at the federal, state, and local levels in both the public and private sectors.

The Policy Analyst’s research will not only involve working in a highly collaborative setting with the Eno team and other research and consulting institutions, but also frequent outreach to industry stakeholders across the country.

Eno uses multiple platforms to disseminate valuable information, including research reports, webinars, videos, and our weekly newsletter, Eno Transportation Weekly.

For nearly two decades, Eno Transportation Weekly (ETW) has been the premier federal transportation policy publication for leaders across the country.

About the Policy Analyst Role :

Reporting to the Director of Policy and Research, the Policy Analyst is a key member of Eno’s policy team. The Policy Analyst will work with all Eno staff members, but will mainly collaborate with the policy team to conduct expert and timely policy research and analysis across a broad spectrum of projects.

The Policy Analyst will be expected to directly interface with subject matter experts, both internal and external, to bring new research ideas, develop and lead projects, and inform the broader, ongoing policy discussion.

The Policy Analyst is a creative and strategic communicator who effectively conveys Eno’s mission, engage stakeholders, and elevates our impact by performing the following duties.

Note : This position requires 10% travel, when applicable.

Research and Writing (75%)

  • Contribute to Eno research products through background research, joint writing with the project lead and team, and editing project drafts.
  • Manage research projects internally, including taking the lead on background research, authorship, developing project timelines, and scheduling regular check-ins with the project team to review work, progress, and timelines.
  • Work with a variety of public- and private-sector databases, constructs and manages data files; download, process, clean, and analyze data as they become available.
  • Contribute regularly to Eno Transportation Weekly and other Eno publications.
  • Work with Eno’s Professional Development Program to assist with development of education materials and present research findings at courses when needed.
  • Work with Eno’s Development and Communications team to assist with the development of collateral material, publication schedules, and media relations.

External Engagement and Communications (10%)

  • Present research and policy findings at Eno-led courses and training sessions and in public meetings, forums, webinars, or via the media.
  • Actively participate in planning meetings and listening sessions with partners and clients to develop report themes and content.
  • Help to plan and moderate Eno policy webinars with internal and external partners.

Network Building and Interaction (10%)

  • Remain up-to-date on latest policy developments at the federal, state, and local levels in all areas of transportation and with public, private, and nonprofit sectors.
  • Maintain relationships with peer staff at government agencies, think tanks, and other organizations as required.
  • Foster Eno’s relationships with transportation stakeholders including, transportation agencies, researchers, private practitioners, business, advocacy, and labor representation, and regional coordinating entities.

Professional Growth and Career Development (5%)

Participate in personal and professional training and development activities.

Qualifications

  • Bachelor’s degree in urban, regional, or transportation planning, economics, engineering, public policy, political science, logistics, or other relevant fields from an accredited university or college.
  • Master’s degree in related field preferred.
  • 1 to 5 years of professional work experience in transportation and / or policy-oriented environment preferred.

Desired Knowledge, Skills, and Abilities

  • Demonstrated research experience and ability to do independent work and manage projects.
  • Excellent organizational and communication skills (written and oral).
  • Collegial and positive attitude as well as high initiative.
  • Clear interest and enthusiasm in transportation, along with demonstrated proficiency and knowledge of relevant issues.
  • Proficient understanding of transportation and public policy.
  • Commitment to quality work, clear and accessible writing, strong organization, high initiative, solid interpersonal and communications skills, eye for detail, creativity and design, and mature judgment.
  • Must be a team player and collaborate well with others on joint writing assignments and other projects.
