  • Maternal and Child Health (MCH) Community OutreachSpecialist

Background :

The Maternal and Child Health Divisions (MCH) CommunityEngagement and Systems Building team serves to connect familiesorganizations and providers locally and statewide.

This mission isaccomplished by building and strengthening systems that serveHoosiers throughout their lifespan.

  • Currentinitiatives include :
  • My Healthy Baby a systemthat identifies women early in their pregnancies and connects themwith an OB navigator a home visitor who provides personalizedguidance and support to women during pregnancy and at least thefirst 6 to 12 months after the babys birth.
  • The MOMS Helpline a program that helps reduce Indianasinfant mortality rate with dedicated communication specialists thatprovide valuable pregnancy information referrals and accessibleresources to pregnant women and families with babies.
  • Help Me Grow is a system model that works to promotecrosssector collaboration in order to build efficient and effectiveearly childhood systems that mitigate the impact of adversity andsupport protective factors among families so that all children cangrow develop and thrive to their full potential.
  • MCH seeks to grow its reach of these initiatives acrossthe state and be more fully connected to families providers andsocial service organizations.

Purpose of Position / Summary :

The purpose of this position is to representthe Maternal and Child Health Divisions (MCH) Systems Building andCommunity Engagement Team (SBCE) in the community to buildrelationships with a wide variety of local and statewide partnersand to promote MCH projects and programs.

Specifically thisposition will focus on serving as the liaison between the communityfamilies and the MCH system.

The Outreach andEducation Specialist will support the awareness and visibility ofMy Healthy Baby (MHB) MOMS Helpline (MHL) and Help Me Grow (HMG) tothe state.

This position will fulfill this purpose by (1)representing MCH at numerous community events and meetings (2)engaging providers and families in the MCH system and (3) providinginformation support and connections to training opportunities toprofessionals statewide.

EssentialDuites / Responsibilities :

  • Be knowledgeable of community service programs andresources behavioral health care specialized children services andeducation / training opportunities.
  • Promote andsupport MOMS Helpline Help Me Grow and My Healthy Baby by attendingconferences expos community events and other networkingopportunities that bring awareness to the programinitiatives.
  • Communicate effectively withfamilies in the community and agency partners to ensure all needsare met linking them to the MHB Help Me Grow and MOMs Helplinesystems.
  • Network with organizations andexhibitors at all conferences expos and health fairevents.
  • Participate in community committeeswithin your assigned county block (as well as assist colleagues asneeded).
  • Participate in the development ofHelp Me Grow and other state activities.
  • Workacross the MCH Division with outreach efforts.
  • Establish partnerships with social service agenciesincluding but not limited to WIC hospitals Healthy Families ChildCare Resource and Referral Head Start Early Head Start NICUschildcare providers and other providers within the Maternal andChild Health population.
  • Identify Point ofContacts to community resources and maintain updated contactinformation in Excel spreadsheet
  • Prepare anddistribute MCH informational and promotional materials to providersthat serve the MCH population throughout the state upon receivingrequests from providers.
  • Assist in preparingand updating presentations to deliver to communityorganizations.
  • Assist or act as a substitutefor the Community Outreach and Education Supervisor in work groupmeetings and / or monthly meetings that increase awareness of MHL HMGand MHB.
  • Contribute to maintaining the LivPregnancy App by researching and assisting with publishing contentthat promotes and enhances maternal and child health

Events :

  • Seek and identify resource events conferencesin which all three systems will benefit from exhibiting.
  • Assist in maintaining an updated spreadsheet of alldistributed promotional items

  • Research and recommendideas for any marketing initiatives.
  • Assistwith the development of creative program material (i.e. promotionalitems).
  • Help coordinate all the artwork andcreative process from the design phase to print phase.
  • Collaborative with Office of Public Affairs (OPA) tomaintain a positive rapport regarding feedback and suggestionsabout the artwork and design process.

JobRequirements :

  • Minimum ofBachelors degree in any field of study related to human servicessocial services or early childhood education.
  • Experience and interest in working with children andfamilies.
  • Valid Indiana Drivers License andability to travel throughout the state of Indiana.
  • Maintain a flexible daily schedule and be availableduring nontraditional work hours and days.
  • Willing to work evenings and weekends.
  • Remote position requires ALL TRAVEL to events exposconferences etc.
  • Minimum one year ofcoordinating experience and outreach efforts.
  • Proficiency in Microsoft Office (Word Excel PowerPoint)and Outlook.
  • Excellent organization andcommunication skills.
  • Exemplary customerservice skills in dealing with the public.
  • Proven leadership ability and experience working in thecommunity with social service agencies.
  • Knowledge of community programs and resources availablethroughout the State.
  • Knowledge of IndianaMedicaid health insurance policies.
  • Ability towork as a team member and take direction as well as the ability totake responsibility and make decisions.
  • Excellent office skills and computerknowledge.
  • Able to read write and speakEnglish. Able to communicate professionally verbally and inwriting.
  • Ability to comprehend oral andwritten directions express ideas clearly and conveyinformation.
  • Able to handle multiple tasks andprojects with limited direct supervision.
  • Mustbe motivated to independently initiate and perform jobduties.
  • Must be able to assist in other dutiestasks and projects as assigned by the Community Outreach andEducation Supervisor.

Difficulty of Work :

This position requires significant attentionto detail the ability to work with internal and external partnersknowledge of MOMS Helpline Help Me Grow and My Healthy Babyperformance objectives and interpretation of those objectiveswithin a life course framework.

The Outreach and EducationSpecialist must also be able to resolve problems logically developideas interpret policy and have superb oral and writtencommunication skills.

Personal Work Relationships :

The Outreach and Education Specialistmaintains cooperative relationships with internal and externalpartners for daily problem solving and interpretation ofregulations and policies;

and must have the ability to work with adiverse group of employees not only in function but also in skilllevel.

PhysicalEffort :

Position requiresthe ability to sit for long periods and extensive use of computers.Travel is requried to all community events and agency quarterlymeetings.

Some heavy lifting required when setting up and breakingdown for exhibitions / events.
