Position Summary

The captain, reporting to the Director of Public Safety, fulfills a crucial role in championing an environment where the university community feels safe and respected on campus.

This full-time, uniformed, unarmed position may focus on Operations or Administration as per departmental needs or requirements.

In Operations, responsibilities include supervising security and communications officers, planning and directing daily activities, overseeing the implementation of training, and ensuring campus safety through patrols.

In an administrative role, the captain assists in policy planning and implementation, as well as training and effectively monitoring and ensuring federally mandated compliance of personnel certifications, stays updated on relevant legislation, conducts short- and long-term planning, manages equipment needs, oversees internal investigations, and develops departmental policies and procedures consistent with industry best practices.

As an employee of the Department of Public Safety, you will be required to work during designated days / peak periods. These days and periods, which can extend for several weeks during peak times such as summer, are critical for staffing needs and operational requirements.

During these periods, employees are expected to be available for duty without the ability to request time off. Additionally, you may be called in and expected to respond during your scheduled days off, and you will receive appropriate compensation for this additional work.

Position Specific Responsibilities / Accountabilities

  • Ensure appropriate security staffing and deployment based on campus incident data and strategic priorities.
  • Ensure a high level of customer service from security officers on normal deployment and during special events.
  • Ensure that all uniformed security members are trained and that all required certification(s) for each officer, is updated and on file.
  • Develop deployment strategies to ensure regular security checks of campus buildings, parking lots and common areas.
  • Ensure that security team members are trained to monitor and respond to the campus’ Fire Life Safety Systems and other alarms in a timely fashion.
  • In collaboration with the Director of Emergency Management, conduct periodic emergency preparedness drills with security staff to ensure compliance with NIMS, SEMS and Incident Command principles.
  • Schedule and staff campus-wide fire drills with operations staff.
  • Work closely with LMU’s contract security provider to ensure appropriate staffing levels for contract security staff on regular and special event deployment.

Ensure hired security officers meet LMU’s service standards and expectations.

  • Cultivate productive and collaborative relationships with other DPS management staff and employees.
  • Establish a positive customer service environment with faculty, staff, students and visitors who utilize DPS security services.
  • Conduct periodic audits of the security practices to ensure all policies, procedures and standards are followed.
  • When required, represent Public Safety within the LMU campus community and at professional organizations or associations, may serve on committees as required.
  • Provide technical advice and guidance to officers and students in the enforcement of campus rules and regulations.
  • Inspect the physical security of the campus areas, evaluates situations and conditions, identifies deficiencies, and recommends or takes appropriate actions.
  • Participate in recruitment and onboarding for new staff.
  • Develop performance reviews and improvement plans for staff.
  • Inspect DPS activities on the campus to ensure compliance with established policies and procedures. The incumbent also responds to and investigates complaints, compiles evidence, makes apprehensions, prepares reports relating to criminal and civil security hazards, takes witness statements;

monitors unusual situations / conditions through personal surveillance or electronic surveillance aids; responds to radio calls and takes required action and requests additional support if necessary.

  • May respond to LMU-related incidents surrounding the Loyola Marymount University campus.
  • Work special assignments as required and participate in all recommended training programs.
  • Detect, identify, and assist LAPD in detaining persons who commit illegal acts or violations of university regulations on LMU property.

Ensure reports and other forms are properly completed and approved.

  • Supervise, schedule and track the work and training of the contract security officers assigned to work with LMU Public Safety.
  • Coordinate and execute community engagement events and campaigns.
  • Serve as on-call duty manager.
  • Serve as Campus Security Authority.
  • May be responsible for immediately sending out LMU Alerts to LMU Community and reporting emergency situations to the Chief and Assistant Chief of Public Safety.
  • Generate reports of daily activity, including any irregularities of equipment, property damage or any incidents reported to DPS.
  • Circulate among visitors, students, and employees to preserve positive relationships.
  • Provide customer service in accordance with LMU established standards and expectations.
  • Draft deployment and security plans.
  • Required to participate in the on-call rotation as an on-call duty manager and will be expected to be ready and available to assist staff on campus with incident management.

Must be able to report for work or work past scheduled shift, to work overtime on short or no notice, to work all shifts, to work rotating shifts, and to work weekends, holidays, closures, special events, and designated days / peak periods.

Perform other duties as assigned.

Requisite Qualifications

Typically, a Bachelor’s degree in criminology or related area or equivalent life experience in which the duties outlined in this document have been successfully performed.

Incumbent will be expected to continue upgrading knowledge, skills, and abilities needed to keep abreast of regulation / policy changes.

Minimum 7 years of municipal, state or federal law enforcement or security experience in progressively responsible positions.

Management experience including the leadership, selection, training, and evaluation of a public safety professional team.

Experience in campus security / law enforcement preferred.

  • Experience in scheduling and deployment of 24 / 7 organizations.
  • Must possess and keep current a California Guard Card, CPR / First-Aid & AED certifications and PR24 Baton certification.
  • Certificate of Completion for PC 832 Training.
  • P.O.S.T. certification preferred.
  • Demonstrated knowledge in the areas of : law enforcement and security procedures as they pertain to campus security. Must have current knowledge of the laws regarding the powers of arrest as described by the State of California.

Must possess management skills necessary to successfully train staff, including the ability to train officers to use good judgment in security applications, and have the ability to maintain control in an emergency.

Must be sensitive to the higher education environment and be able to gain the confidence of the community. Must possess the ability to write a report that includes who, what, where, when, and how.

Must be able to perform effectively and maintain control of high stress situations and be able to secure a crime scene.

Demonstrated knowledge of compliance requirements under state and federal regulations as they pertain to gathering and disclosing data.

Demonstrated knowledge in the areas of : emergency response, conflict resolution, gathering and compiling data to produce reports, public safety procedures and security operations, and the use of two-way communications equipment.

  • The incumbent must possess exemplary communication skills (both written and oral) evidenced by background in preparing comprehensive reports and executive summaries incorporating complex, highly technical information highly developed organizational and leadership skills and demonstrated computer competency.
  • Demonstrated ability to thoroughly and professionally investigate and report incidents, to direct efforts of personnel and resources during an emergency (thorough knowledge of the Incident Command System is required) and to respond to incidents in a manner that will result in public confidence.
  • Requires valid California driver's license. Must maintain a satisfactory driving record as evidenced by DMV.
  • Demonstrated computer competency and preferably knowledgeable of relevant systems.
  • Strong organizational and leadership skills.
  • Exceptional administrative and organizational skills enabling effective identification of relevant training and monitoring of departmental implementation.
  • Participation in various field networking organizations and associations expected.
  • This position is deemed as Campus Security Authority (CSA) under the Jeanne Clery Act.
  • This position is deemed a Mandatory Reporter by university policy.
  • This position requires the incumbent to wear an approved duty uniform and to abide by a uniform and grooming standards policy.
