About the Position :
The Chief of Finance and Operations is responsible for planning, directing, managing and overseeing District finance, operations, and administration including, but not limited to, preparation and administration of the annual operating and capital budgets, contract administration, grants management, facilities management, information technology, transportation, and food service.
Employee is required to perform all similar or related duties.
General Duties : Essential Functions
Manages all Finance and Operations staff including contract administration, accounts payable and payroll, revenue administration, grants management, facilities management, information technology, food services, and risk management.
Ensures that each is operating efficiently, effectively and in accordance with applicable statutes, bylaws, codes and / or accepted practices.
- Trains, directs, evaluates, and disciplines personnel in Finance and Operations in accordance with state and federal laws and District policies and procedures.
- Leads the integration of the District’s annual goals and initiatives into the development and implementation of the annual operating budget.
- Tracks and forecasts expenditure and ensures that District spending remains within budget, and funds are utilized to enhance learning.
- Develops and oversees the timely implementation of annual District capital improvement plan and budget. Oversees major school construction / renovation efforts including managing the Massachusetts School Building Authority (MSBA) application, construction, and reimbursement process and identifying / securing additional funding in support of capital projects.
- Ensures that all schools are cleaned, maintained, and secured in a condition that provides a positive learning environment.
- Identifies resources needed to meet District information technology needs, supervises deployment throughout District, and ensures maintenance and continuous revitalization of supporting infrastructure through creation and implementation of multi-year long term information technology plan.
- Supervises the provision of school security, including working with school security and facilities staff to ensure that effective school safety response procedures are in place and utilized.
- Oversees the provision of safe and timely transportation services.
- Supervises self-funded operation of school nutrition program and develops collaborative relationships with relevant stakeholders to align goals and objectives of Healthy Chelsea, a community based health organization, with school department food service program.
- Supports the Superintendent by developing and implementing administrative policies, preparing financial reports, and working on other projects as required.
- Acts as primary liaison with City departments involved with procurement, auditing, benefits, as well as Treasurer and City Manager’s offices, to ensure that schools receive timely and adequate support.
- Performs other job-related duties as assigned by the Superintendent.
Qualifications Required :
- Education
- Bachelor's Degree in finance, accounting, business administration, or a related field.
- MBA (preferred) or Master's Degree in a relevant area such as educational administration, public administration, or finance.
- DESE licensed as School Business Administrator, or ability to obtain within 6 months of the position.
