Description

Provide financial management support to the Chief Financial Officer and other laboratory business leaders, program managers, project managers, and other NREL staff.

Work within a dynamic Chief Financial Officer (CFO) organization closely collaborating with other financial analysts and managers in other groups to solve complex financial planning, programming, budgeting, and execution tasks, as well as improve institutional processes.

Job duties will include, but are not limited to :

Budget Formulation and Planning :

  • Support the annual NREL financial planning process by partnering with NREL program, project and center leaders to formulate financial estimates.
  • Support Program and Project Managers with the formulation of funding requirements and affordability analysis of Projects within the Facilities and Operations Directorate
  • Provide analysis and financial guidance to Program and Project Managers through the life cycle of projects.
  • Work with the contracting team to ensure the negotiated payment schedule will support the projects or programs cash flow needs.
  • Monitor and evaluate reasonableness and accuracy of financial plans in EPM and coordinate needed updates.
  • Identify financial risks, issues and needed actions to leaders.

Project / Budget Execution :

  • Develop monthly financial performance reports for assigned programs, projects, and centers.
  • Perform plan to actual variance analyses and discuss issues and necessary actions with applicable leaders.
  • Communicate financial planning requirements and deadlines to all customers.

Funds Allocations and Analysis :

  • Coordinate the allocation of monthly funding with applicable project / task leaders.
  • Perform cash flow analysis to determine funding needs at the task / project / chargeable task levels for successful project execution.
  • Support communications with customers to ensure timely funds receipt.

Finance Policies and Procedures :

  • Provide financial guidance to assigned programs, projects and centers including assessments on the compliance and allowability
  • Support Laboratory policies, laws, and regulations by assisting program, project, and center staff in their understanding of financial management responsibilities.

Financial Administration :

  • Maintain updates to cost breakdown structures using the Oracle Project Accounting system.
  • Create, support, monitor, and update various time-phased budget plans.
  • Assist the assigned Center / Office directors, task leaders, and service center managers with financial management, budget development and formulation, budget execution, proposal pricing, budget monitoring and understanding cost reports.
  • Execute and / or approve expense transfer or funding-related transactions in Oracle EBS.
  • Other finance related duties as needed

Basic Qualifications

Relevant Bachelor's Degree or equivalent relevant education / experience. Limited use and / or application of technical principles, theories and concepts.

Limited knowledge of industry practices and standards. Basic knowledge of laws, regulations, principles, procedures and practices related to specific field.

Good analytical and problem solving skills. Good written and verbal communication skills. Ability to use various computer software programs.

Must meet educational requirements prior to employment start date.

Additional Required Qualifications

  • Knowledge of financial principles, theories, and concepts. General knowledge of other related disciplines.
  • Knowledge of laws, regulations, principles, procedures, and practices related to finance.
  • Strong leadership, critical thinking, project management, communication, and problem-solving skills.
  • Ability to use various computer software programs. Strong Microsoft Excel skills.
  • Understanding of relational database / data warehouse query / retrieval skills.

Eligibility requirements : This position will require access to Controlled Unclassified Information / / No foreign dissemination (CUI / / NOFORN) and only applicants that are US Citizens at the time of application will be considered in accordance with DOE O 471.

Preferred Qualifications

  • Prior government contractor experience.
  • Working knowledge of Hyperion, Smart View, Oracle Enterprise Business System R12 Projects, and Microsoft Power BI.
  • Understanding of the Department of Energy budgetary process.
  • Knowledge of Earned Value Management (EVM)
  • A general understanding of Generally Accepted Accounting Principles and their relation to the timing of cost, accruals, and pre-payments.

Annual Salary Range (based on full-time 40 hours per week)

Job Profile : Professional I / Annual Salary Range : $55,400 - $91,400Job Profile : Professional II / Annual Salary Range : $63,600 - $104,900
