Job Description and Duties

Employees who are employed at PELICAN BAY STATE PRISON for 12 consecutive qualifying pay periods will receive an annual $2600 recruitment and retention bonus.

Under the general direction of the Health Program Manager I, and in conjunction with lead Health Program Specialist I, this position conducts policy analysis.

Minimum Qualifications

Either I

Experience : Twelve months of experience in California state service performing health planning or program-related duties in the class of Health Program Technician I. and

Education : Twelve semester (18 quarter) units of college work in English, public or business administration, accounting, statistics or public health.

Or II

Experience : Six months of experience performing health planning or program-related duties in a class comparable to Management Services Technician, Range B, in the California state service. and

Education : Twelve semester (18 quarter) units of college work in English, public or business administration, accounting, statistics or public health.

Or III

Education : Equivalent to graduation from college with a major in health education, health administration, public health, hospital administration, health science, health planning, health economics or a closely-related health field.

Administrative or supervisory clinical experience in health planning, public health, or health program administration may be substituted for the required education on a year-for-year basis.)

Or IV

Experience : One year of technical or professional experience in health planning, public health, or health program administration.

Thirty (30) semester or forty-five (45) quarter units of completed graduate course work in health education, health administration, public health, hospital administration, health science, health planning, health economics, or a closely-related field may be substituted for the required experience. and

Education : Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Official transcripts may be required upon appointment. If it is determined an applicant does not meet the Minimum Qualifications, the candidate will be withheld from the eligibility list, rendering them inactive and ineligible to be hired for the position.

Candidates who have been withheld may file an appeal with the State Personnel Board.

Candidates new to CDCR or the Division of Juvenile Justice are required to submit to a background investigation process utilizing Live Scan Fingerprinting, and Tuberculosis testing prior to appointment followed by department annual Tuberculosis testing / evaluation thereafter.
