TheBusiness Analyst will participate in all phases of the SystemsDevelopment Lifecycle SDLC including eliciting and definingRequirements for Design Development Testing and Implementation ofsoftware systems andprocesses.

TheDivision of Information Technology (DoIT) provides adaptable secureand costeffective technology services and solutions for theDepartment of Management DOM and its Partners.

We manage all HHS ITassets projects and resources as well as provide technology andexpertise to support Iowas citizens and families.

Thisrequest is for two (2) Business Analysts (BA6) roles to be involvedwith multiple projects primarily for Health and Human Servicesthough that will expand to other departments as needed.

The currentneed is for coverage in the HHS EDBI group Data Warehouse workingwith Elias reports Iowa Medicaid Enterprise and other areas withnew projects currently in the pipeline.

Responsibilitiesof the Business Analyst role include but are not limited to :

Working directly with business leaderships SMEs andtechnical partners on systemaligned teams to gather and documentrequirements for various Iowa applications and systems.

Creating presenting and maintaining user storiesacceptance criteria and design documents in HHS defined systems tobe used by team members at alllevels.

Directly responsible for documenting tracingmaintaining prioritizing and assessing changes to businesspractices workflows and associated systemprocesses.

May act in the role of project manager / qualityassurance analyst for smallerefforts.

Conducting research to query data analyze problems anddetermine solutions such as the installation of alternate methodsand procedures implementing changes in processing methods or theredesign of products orservices.

Consistently updating project information statusesrisks issues and timelines for reportingpurposes.

Working within an agile methodology framework with afocus on delivering value while adjusting rapidly to produce themost effectiveoutcome.

May be called upon to participate in database andformsanalysis

Asuccessful candidate for this role is expected to possess thefollowing skills and experience :

Excellent interpersonal verbal and writtencommunication skills and the ability to interact with a diversegroup of team members including executives managers ITprofessionals and subject matterexperts.

Experience in process mapping group facilitation datagathering and analysis and all phases of a project life cycle(requirements design development testing deployment documentationtraining and measuringeffectiveness.)

Experience delivering software as part of an Agiledeliveryteam.

Strong ability to work effectively and autonomouslyagainst deadlines and potential priorityshifts.

Proficient in Microsoft Office Suite including ExcelWord PowerPoint Project andVisio.

Experience with requirement gathering software such asAzure DevOps TFS Jira orRTC

Ability to analyze business strategies and user needsdocument specifications and translate business objectives intoproper system requirements andspecifications.

Guide stakeholders through business case developmentfor new applications / functionality including cost benefit analysisrisks and issues and impactanalysis.

Ability to recognize value through benefit realizationavoidance of cost new opportunities and organizationalmodernization.

Experience with continuous process improvement viaunderlying technologies and systemsupport.

Strong ability to break down complex concepts intosmaller simply defined tasks while maintaining a focus on endtoendbusinessprocesses.

Work closely with other Business Units to identify anddeliver Enterprisevalue.

Skilled at consulting with executivelevel stakeholdersto define business needs orproblems.

Experience providing consulting services togovernmental entities is a plus.
