The Security Engineering Program (SEP) under the Intelligence Group at Leidos currently has an opening for a Project Manager specializing in Records Management.
The candidate is responsible for supporting and assisting in the maintenance, use, and disposition of U.S. Government records, including managing the identification, control, production, distribution, archiving, scanning, storage, retrieval, and destruction.
The candidate will provide training and promote the proper use of records management processes. The candidate will be responsible for entire projects or processes spanning multiple technical areas over multiple years / periods of performance.
The candidate may be required to develop solutions for record and file management issues and problems that impact multiple areas or disciplines.
The candidate will communicate with internal government liaisons across multiple areas and parties external to the organization (e.
g., sub-contractors, vendors, etc.). Please ensure you have a active TS clearance before formally applying to this position as it is a requirement to be considered.
Primary Responsibilities
Duties include life cycle management of records from creation to disposition, cataloging data, aiding in locating specific data, digital imaging services, technical / reference support, and appropriately classifying records, documents, and other information media.
This includes both physical records and digital files.
Draft and maintain policies, plans, and procedures that describe how to execute records management tasks to meet specified government requirements.
Establish and maintain an active, continuing program for the economical and efficient management of the records of the government customer.
Manage the safeguards against the removal or loss of records and making requirements and penalties known to program personnel.
Support records management staff (Security Officer, Accountable Officer, Responsible Officer, and User) in maintaining an accurate inventory and accountable distribution of program records.
Provide QA / QC of the records management system to include case-by-case approved deviations of document handling policies and / or exceptions to policy.
Assist in developing and ensuring adherence to area-wide procedural / policy changes and proper distribution / messaging to all supported government / contractor staff.
Ability to travel (CONUS) 25% (maximum).
Basic Qualifications
Must possess a minimum of a Department of Defense Top Secret Clearance with the ability to obtain and maintain program SCI and Polygraph.
A Bachelor of Science (BS) in Business Administration (BA) or related discipline.
8-12) years of records management experience, Federal Records Management, or equivalent work experience.
Excellent communication (both oral and written), organizational, analytical, and interpersonal skills.
Computer literacy : Proficient in Microsoft Suite to include Word, Excel, Outlook, PowerPoint, and Access.
Preferred Qualifications
Minimum of (5) years of experience with U.S. Government Records Management practices, including in-depth knowledge of key DoD and Interagency policies.
Technical-related degree or certification (i.e. PMP).
Program / Project Management experience within the Federal Records Management domain.
Experience handling Communications Security (COMSEC) electronic material.
Familiarity with NARA, CFR, and GSA regulations.
Familiarity with Information security (INFOSEC) and Security Information Management (SIM) processes, tools, materials, and documentation.
Experience with the Federal Records Modernization Initiative (FERMI).
Experience developing new technical solutions and systems for record management.
Other supporting administrative actions as assigned / tasked.
