EXECUTIVE DIRECTOR
NYS OFFICE OF CANNABIS MANAGEMENT

Fusco Personnel is actively recruiting for an Executive Director to join the Office of Cannabis Management for New York State (OCM).
OCM was established upon passage of the Marijuana Regulation and Taxation Act (MRTA) in March 2021 to implement a regulatory framework for medical and adult-use cannabis and hemp in the state of New York.
This includes, but is not limited to production, licensing, packaging, marketing and the sale of cannabis. This is a FT Direct Hire position located in Albany, NY or New York City.
Primary Purpose
The Executive Director of OCM plays a pivotal leadership role in directing OCM in furtherance of its mission, which includes fostering social and economic equity, expanding opportunities in the adult use cannabis market, protecting health and safety, supporting licensees, generating revenue and implementing the Community Grants Reinvestment Fund, and continuing to strengthen the regulatory framework for New York’s cannabis industry.
In consultation with the Cannabis Control Board and the Cannabis Advisory Board, the ED is responsible for the overall administration, operations, efficiency, and effectiveness of OCM.
Minimum Qualifications
- 15+ years of experience 5-10 years of senior level management experience preferably in a government setting in economic development, cannabis, drug policy, society equity, or justice system reform.
- Experience managing senior staff and working with oversight and operational Boards
- Experience in financial, strategic, and project management
- Demonstrated understanding of public sector administration
The Executive Director is appointed by the Governor with the confirmation of the Senate.
Preferred Qualifications and Skills
- Familiarity with New York State government
- Familiarity with cannabis legalization, cannabis policy, or the Marijuana Regulation and Taxation Act (MRTA)
- Experience working in or with a governmental regulatory agency
- Experience managing a licensing and / or compliance operation
- Experience leading organizational change and expertise in building organizational culture
- Demonstrated commitment to social equity in the context of economic development
- Proven hands-on leadership and problem-solving capabilities, strong public speaking skills, and experience managing a complex budget and business processes environment
- Ability to inspire trust, collaboration, and a high standard of work from all members of the staff.
- Approaches work with creativity, enthusiasm, empathy, and a high level of discretion
Salary
$167,754-$205,000 / year
