This role is for W2 only - A non-profit organization located in New York, NY is looking for a Housing Construction Project Manager for a consulting to hire position.

After 6 months of consulting work the selected candidate will be converted to a full-time permanent employee. The position is located at their HQ in Midtown Manhattan with frequent travel (paid for by company) to various NYC locations.

The Housing Construction Project Manager will report to the Director of Facility Management and will be responsible for providing a broad array of facility services for multiple sites, buildings, and campuses.

The facilities are residential buildings and centers for Senior Citizens in Manhattan, Brooklyn, Queens and the Bronx.

Duties and Responsibilities :

A. Working in conjunction with the Director of Facility Management, manages facility services and projects including maintenance, repair, janitorial operations, construction, renovations, procurement, security, telecommunications, facilities planning, space allocation, life safety, energy management, emergency response planning, business continuity support, moves and rearrangements, and building infrastructure and systems.

  • B. Serve as lead project manager on repair, renovation or construction projects. This includes developing scopes of work, identifying and contacting vendors / contractors, and overseeing bid process;
  • negotiating contracts and ensuring proper internal review; coordinating work with vendor and site staff; and supervising vendor and managing project through to final acceptance of work;

responsible for ensuring project objectives are successfully achieved safely, environmentally compliant and within scope, schedule and budget adherence.

C. Serve as primary point of contact for vendors associated with projects. Manage relationships and resolve issues as needed.

D. Oversee site maintenance and safety associated with projects. This includes developing and implementing safety and health measures to reduce the risk of harm to employees and visitors.

E. Ensure compliance with Federal, State and City rules and regulations, including the Department of Buildings, Fire Department, Department of Health, and Department for the Aging.

Resolve violations, if any; and

F. Respond to and manage facility emergencies associated with projects in a timely manner.

G. Work closely with Director of Facilities for Housing, and Director of Housing Operations and Compliance.

  • H. Obtain appropriate permits and licenses for site, as needed;
  • I. Provide training to site staff on compliance issues, safety issues, and emergency response, as needed;
  • J. Oversee and manage requests by site staff for repairs and other facility issues;
  • K. Data collection and management;

L. Internal and external reporting; and

M. Additional responsibilities as assigned.

Qualifications

A. Bachelor’s Degree in Business, Engineering, Architecture or relevant field or minimum of 4 years of experience in facilities management, utility engineering, asset management, facility construction management, project management or related discipline.

B. Minimum of three years’ experience in project management, facilities management and / or property management, including all phases of renovation work, project planning, capital, and project budgets, building operation, support functions such as maintenance, repairs, physical security, and renovation.

C. Varied leadership and managerial experience of direct and indirect resources

D. Knowledge of environmental, safety, NYC DOB, NYC DOHMH, and FDNY regulatory compliance

E. Proficient computer skills, including Microsoft Office, PowerPoint, Excel, Outlook, SmartSheet and Google Applications

F. BOMA / IFMA / PMP certification is preferred

  • B. Exceptional written and oral communication and presentation skills and the ability to work with a diverse group of stakeholders;
  • C. Strong contract management and negotiation skills;
  • D. Strong collaborative skills, and an ability to maintain composure and provide leadership in high-stress situations;

E. Availability to perform occasional work outside of standard work hours, sometimes with little notice; and

F. Ability to travel throughout NYC as needed

G. Demonstrated ability to lead cross-functional teams and communicate effectively

H. On-call coverage, accepting call-out obligations as may be required

I. Proven ability to define problems, collect data, establish facts, and draw valid conclusions, in prioritizing work in a multi-task environment
