Position Summary : The Director of Finance for the Office of Non-Public and Charter Schools (ONPCS), will support the Deputy Chief Executive of Operations and Senior Director of Budget and HR in all matters related to tax levy and grant-funded budgets across more than 900 Non-Public schools, 280 Charter Schools, and 370,000 students throughout all five boroughs of New York City.
This role will own all aspects of the ONPCS budget and support decision-making for two districts, 48 and 64. The Director will direct the budget, grants management, contracts, procurement, human resources, and payroll.
The Director’s portfolio of work will also include creating and implementing the fiscal strategy for the divisions, monitoring and implementing all state regulatory matters, engaging in budgetary planning, performance analysis, procurement, and determining and anticipating financial opportunities for senior leadership, while playing a meaningful role in budgetary decision-making across both divisions.
The Director of Finance will serve in a managerial confidential capacity, with significant discretion and independent decision-making authority.
In addition, they will serve as key advisor to the Senior Director of Budget and HR and Deputy Chief Executive of Operations. Performs related work.

Key Relationships : Senior Executive Directors throughout the Division, Committees on Special Education (CSEs), Division of Information and Instructional Technology (DIIT), Office of Student Enrollment (OSE), Division of Financial Operations (DFO), Division of Contracts and Purchasing (DCP), Division of Human Resources, Division of Budget Operations and Review, Division of Enterprise Purchasing, Division of Revenue Operations, School Officials, Standing Committee Representatives, Third Party Providers, the Auditor General’s Office, other central New York City Public Schools (NYCPS) offices, other City agencies, advocacy organizations, and consultants.
Responsibilities :
Strategic Planning and Team Management
Works directly with the Senior Directors, Directors, and staff to improve the structure and productivity of the Finance and Operations team.
This responsibility includes developing programs and events to improve division collaboration and leadership development.
- Manages and monitors procurement team activities to ensure adherence to SOPs, including approving purchase orders generated to meet stakeholders' needs.
- Prepares written and statistical reports for the Deputy Chief Executive of Operations and others regarding financial and operational matters concerning the Office of Nonpublic and Charter Schools.
- Gathers data and prepares reports and materials for the Deputy Chief Executive of Operations, Executive Director, Senior Director, and other senior NYCPS personnel.
- Supports schools in creating work plans and agendas and purchasing goods and services necessary for the schools’ instructional programs.
- Manages the assignment, review, approval, and processing of Work Plans and Agendas.
Budget Management
- Monitors Non-Public schools Title funded budgets and expenditures throughout the school year to assist the Senior Director of Budget and HR in monitoring expenses for continuous improvement.
- Acts as the day-to-day decision-maker for budget expenditures, allocation, scheduling, encumbrance, and other use of funds.
- Manages all budget initiatives, analysis, communication, and planning, including the running of monthly and quarterly reports, recommendations based on analysis of spending habits, communication of budget issues or modification deadlines, and strategic planning related to efficient management of the budget.
- Effectively and proactively manages ONPCS budget to ensure responsible use of tax levy, reimbursable and grant funds.
- Works with standing committee and Non-Public school personnel to establish preliminary budgets, using funding criteria and mandates.
Financial Planning, Analysis and Assessment
- Collects and analyzes data across teams and initiatives to provide guidance and support to the ONPCS Leadership Team on the trajectory of policies through the school year.
- Identifies complex and systemic needs of schools served by ONPCS and arranges to provide services to meet those needs.
- Ensures compliance of funded guidelines with Federal, State and City regulations, including completion of Consolidated Applications, Budget Narratives, FS10, FS10As, Time and Effort Reports, Spending Plans, etc.
- Develops and monitors a filing system and archives as needed to ensure audit accuracy.
- Works with the Auditor General’s office on school and ONPCS audits from various federal, state and City agencies regarding school OTPS and PS expenses.
Assists in preparing responses and collecting necessary back-up data.
Conducts monitoring visits to ensure materials and resources purchased with Title Funding were received and inventoried.
Grants and Contract Management
- Assists in developing, releasing, and processing MTAC (multitask awards contracts) Task Orders for the purchase of professional development for central and school staff and for direct services to students.
- Supports the Director of Contracts in the development, registration, and execution of all contracts.
- Support Team Leads in monitoring and evaluating services through contract completion.
Professional Development
Provides guidance, resources, and training to principals, school administrators and school-based personnel of schools served by ONPCS, to increase the operational / administrative capacity and autonomy of each school.
This includes frequent school visits to troubleshoot and provide one-on-one support as necessary.
Provides strategic coaching to principals and staff regarding resource optimization, talent management, operational efficacy, and alignment of operational resources to student achievement and instructional goals.
Internal and External Communications
- Manages operations team expectations to ensure clear, high-quality communications with borough-based support and internal NYCPS offices in order to share and implement the NYCPS operational agenda, communicate key messages and continuously identify areas for improvement.
- Liaises with central offices to ensure that operational transactions are executed to meet compliance mandates and schools’ satisfaction.
- Builds and maintains relationships with NYCPS and non-NYCPS training partners and vendors.
- Addresses complaints from senior officials, school staff, and parent / guardians.
- Helps schools manage the Title 1 parent and Family Engagement Activities requirement as per Standard Operating Procedures accordance with Section 1116 of Every Student Succeeds Act (ESSA).
- Represents Senior Director within the NYCPS and externally.
- Serves as ONPCS liaison / point person with senior leadership and key staff.
Qualification Requirements :
Minimum
A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for educational program(s) and / or institution(s) in one or a combination of the following : working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research;
management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning / administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity.
Supervision must have included supervising staff performing professional work in the areas described above; or
- A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in "1" above; or
- Education and / or experience equivalent to 1 , or 2 above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in 1 above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience.
However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in 1 above.
Preferred
- Advanced degree in business, public or education administration.
- Experience in one or more of the following areas : budgeting, grants management, contracts, procurement, human resources, payroll, technology (applications support / training), food and transportation.
- Familiar with NYCPS systems related to area(s) of expertise.
- Strong communication skills.
- Well-developed strategic thinking and planning skills.
- Ability to build relationships with diverse constituencies.
- Well versed with Microsoft Office 365 Applications.
Salary : $126,054 - $138,659
Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
