About the Work Unit

The State of Colorado is committed to enhancing the safety and well-being of its citizens and visitors by proactively improving roadway safety across the state.

The Strategic Highway Safety Plan (SHSP), mandated by the Federal Highway Administration (FHWA), establishes a collaborative vision and mission for transportation safety in Colorado.

The Safety Performance & Engineering (SPE) unit, part of the Traffic Safety and Engineering Services branch, is dedicated to supporting the implementation of the SHSP.

About the Position

This position serves as the Statewide Safety Champion and is a crucial connector, expert, leader, visionary, and supervisor for the SPE Unit.

The primary mission of this role is to reduce crashes involving fatal and serious injuries on all public roadways in Colorado.

Acting as the lynchpin and liaison, this position is responsible for establishing and maintaining key relationships with a variety of internal and external stakeholders.

Your duties and responsibilities will include, but are not limited to, the following :

  • Supervise a team of four professionals dedicated to improving safety on our transportation system;
  • Ensure that staff are aligned with the unit’s goals and objectives, while also encouraging innovation and continuous improvement in safety practices;
  • Oversee staff performance, providing professional development opportunities, offering technical guidance, and fostering a collaborative and supportive work environment;
  • Oversee the development, implementation, and continuous improvement of the SHSP for Colorado, ensuring alignment with federal guidelines and integration / alignment with the ATS and the Governor’s WIGs;
  • Oversee and coordinate safety program initiatives, including ATS, the Governor’s WIGs, the annual Traffic Safety Summit, the SCR program, and safety data dashboards;
  • Set the strategic priorities for safety initiatives and manage the execution of safety programs designed to reduce fatal and serious injuries on public roadways;
  • Provide technical programming support, software development, and data analytics to ensure that crash data is effectively used to inform strategic planning and decision-making processes;
  • Other job duties as assigned.

Minimum Qualifications

Professional Engineer II classification :

  • Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors.
  • Two years of professional experience in transportation engineering involving safety components, one year of which must have been as a licensed professional engineer.

Program Management II classification :

Experience Only :

  • A total of 9 years of professional experience.
  • At least 5 years of experience in either implementing a program and / or leading a team of safety professionals, with a primary focus on transportation safety and operations.
  • Up to 4 years of the required experience may be more generally related to engineering, data science, business administration, information technology, and / or urban or regional planning.

Education and Experience :

  • A combination of relevant education and experience equal to at least 9 years.
  • Education from an accredited college or university with coursework in Engineering, Data Science, Business Administration, Information Technology, Urban or Regional Planning, or another field of study related to the duties of this position will be considered.
  • Experience in implementing a program and / or leading a team of safety professionals, with a primary focus on transportation safety and operations, will be considered.

Conditions of Employment

  • Must pass a pre-employment screening which may include social security number trace, criminal records check, public court records check, educational records, and driving records checks.
  • A current valid driver’s license is required for all Colorado Department of Transportation (CDOT) positions which require operating a state or personal motor vehicle to perform one or more essential functions of the position.

Preferred Qualifications

  • Demonstrated success with the duties listed in the Description of the Job section;
  • Years of State service experience related to the duties of this position;
  • Highest work / personal ethics and integrity;
  • Professional understanding of transportation safety, including engineering aspects of transportation projects, traffic flow, transit design, and analyzing safety data;
  • Experience developing, implementing, and maintaining data dashboards and analyzing the information they provide to inform decisions;
  • Strong time and project management skills, including prioritization and multi-tasking ability;
  • Excellent reasoning, investigative, analytical, and problem-solving ability;
  • Excellent facilitation, presentation, and communication skills, both written and oral;
