The candidate will support the delivery of a single integrated personnel and pay system for the Department of the Navy. This candidate will provide knowledge and expertise specifically in the area of DOD Human Resource systems functionality and Military Pay execution expertise.

The candidate must demonstrate knowledge of Navy manpower systems, data and processes with specific knowledge of : Navy Personnel and Pay (NP2), Electronic Customer Relationship Management (eCRM), Authoritative Data Environment (ADE), and MyNavy Portal (MNP).

The ideal candidate’s background should demonstrate subject matter / technical expertise in implementing business solutions in support of digital transformation initiatives including systems consolidations / migration, modernization, Enterprise Resource Planning (ERP) implementation, IT system audit readiness, IT system control documentation, and / or Cybersecurity, FISCAM and Risk Management Framework (RMF) implementation and sustainment, as well as familiarity with Oracle / Peoplesoft or Salesforce systems.

The candidate should also be able to comprehend the language, terms, and jargon in area of expertise; and understands required knowledge needed to determine effective decision-making being able to describe where inconsistencies, irregularities, or flaws may occur.

The candidate must demonstrate excellent written and oral communication skills.

Experience working with BUPERS Command and / or MCTFS a plus.

Duties will include :

  • Defines procedures or standards, using the knowledge of what the right or best way to execute a task would be; and recommends procedural improvements.
  • Develops performance objectives and determines acceptable performance levels.

Experience Requirements :

  • Six (6) years of relevant experience and demonstrate knowledge of the below skills or systems :
  • Navy Personnel and Pay (NP2)
  • Electronic Customer Relationship Management (eCRM)
  • Authoritative Data Environment (ADE)
  • MyNavy Portal (MNP)
  • Systems consolidations / migration
  • IT system audit readiness, IT system control documentation, and / or Cybersecurity
