General Summary : This position reports to the Vice President forFacilities Management and will be responsible for managing and directing environmental / occupationalhealth and safety programs and procedures across the College, includingdevelopment and implementation of new or revised programs or procedures asneeded.

The position will be responsiblefor working with and providing necessary EHS training to administration, staffand faculty at multiple campuses, centers and departments, serve as theCollege’s primary liaison to and point of contact for outside governmental andregulatory agencies relative to the College’s EHS programs, and serve upon andcoordinate activities of the College’s established campus workplace safety committees.

The position will also be responsible for thedevelopment and administration of the operational budget for the College’s EHSprograms.

This position will further supportthe Facilities Management Department’s efforts to provide highly responsibleand complex administrative services to advance the mission of the institutionand to foster collaboration with campus leaders and facilities staff.

Requirements :

Bachelor’s degree in occupational / environmental healthand safety or a related field, or an equivalent combination of education andprofessional experience managing or directing occupational health safetyprograms.

Current driver’s license orother demonstrated ability to travel between campus locations as needed ordirected.

Preferred Qualification :

Five years of progressivelyresponsible experience managing or directing environmental / occupational healthand safety (EHS) programs in an industrial or manufacturing environment.

Some prior experience working in or managingEHS programs for an institution of higher education in a multi-campusenvironment.

Certified SafetyProfessional (CSP) or similar professional certification. Prior experience developing and deliveringsafety training programs and working with workplace safety committees.

Duties :

ps and implements all required EHS programs in order to ensure compliance with applicable laws and regulations, College policies and procedures, and industry best practices.

Maintains knowledge of best practices and applicable regularly requirements, and identifies and participates in approved professional development regarding same as needed or required.

es technical consultation and direction to all departments in matters related to occupational health and safety including but not limited to risk assessments, personal protective equipment selection and usage, and engineering controls.

as Chemical Hygiene Officer, with responsibility to coordinate and assist appropriate administrators, faculty and staff to implement chemical hygiene plans (CHP) and safety protocols in applicable classrooms and laboratories.

as Biological / Chemical Safety Officer, with responsibility to coordinate and assist applicable administrators, faculty and staff to implement biological safety programs, procedures and trainings in applicable classrooms and laboratories.

ises the hazardous chemical, universal, and biological waste collection and disposal program on each campus. Manages onsite hazardous waste contractors.

s, manages and seeks to continually improve all College EHS programs, including but not limited to fire safety, laboratory safety, workplace safety, chemical waste control and disposal, safety training and industrial hygiene.

Oversees equipment essential for compliance.

fies and develops standards for measuring compliance with College’s EHS policies and procedures and applicable governmental regulations and industry standards and guidelines.

es potential impact of environmental workplace conditions on employee safety, including those arising from exposure to chemicals, heat, noise, or other similar physical agents.

Recommends and implements corrective actions where necessary.

ps and delivers employee training for EHS compliance, worker safety programs and procedures, and laboratory safety programs.

s, maintains and performs annual review of and recommends necessary updates to the College’s health and safety policies, procedures and programs.

ps and manages the College’s asbestos management program, including working with outside support where needed and approved.

ps and manages workplace safety programs and procedures, including but not limited to those relating to identification and utilization of personal protective equipment (PPE), confined space programs, lockout / tagout procedures, and hazard communication protocols.

Provides training to employees regarding the same.

as a member of the College’s campus workplace Safety Committees, and provides assistance and support, as needed, in connection with workplace accident / incident investigations and reports.

s Physical Plant / Facilities, as needed, in acquiring necessary permits and preparing and submitting required regulatory reports pertaining to hazardous waste, air quality permits, and similar requirements.

nates the industrial hygiene equipment management program to assure that all monitoring equipment is calibrated and certified for use.

ts / coordinates laboratory safety inspections, managing follow-up to assure proper close out of any observations.

ds to hazardous materials emergencies. Provides control and remediation of hazards.

on Enterprise Risk Management (ERM) committees or subcommittees, as needed and appropriate to job responsibilities, and presents information and updates regarding the College’s EHS programs to the ERM, senior administration and Board of Trustees as needed or requested.

ps and maintains a system to monitor EHS performance metrics, including but not limited to data regarding the number of workplace safety incidents.

Compiles, reviews, analyzes and interprets data and communicates with the campus workplace Safety Committees and other stakeholders using clear, concise reporting mechanisms to achieve EHS improvement and compliance.

s the College’s cloud-based Safety Data Sheet (SDS) database, including providing training and other information necessary for employees to access and update information in the database.

ms other duties as required or as assigned by supervisor(s), or as may be required to meet emergency situations.

Clearances : Current criminal record / child abuse clearances will be required if offered the position and to be employed at the College.

The three clearances are Pennsylvania Child Abuse History Clearance, Pennsylvania State Police Criminal Records Check, and Federal Bureau of Investigations (FBI) Criminal Background Check.
