Health Services Administrator I (Operations Manager)

The Health Services Administrator I (Operations Manager) for the Overdose Prevention and Response (ODPR) team plays a vital leadership role in advancing King County's public health strategies to prevent overdose and mitigate the harms of drug use. This position oversees the operational and administrative activities of the ODPR team. The Operations Manager collaborates with community partners, other government agencies, and internal stakeholders to ensure effective, equitable, and innovative services for people at risk of overdose.

The position is part of the leadership for the ODPR team, reports to the ODPR Strategic Advisor (Regional Health Administrator), and supervises approximately 3-5 staff. The Health Sciences division provides robust assessment and evaluation work and population health strategies to influence public health with a focus on community conditions through data, evidence, and emerging best practices in partnership with the community. Within Health Sciences, the Overdose Prevention and Response (ODPR) team delivers an array of services, including harm reduction supply distribution, overdose prevention and stigma reduction training, outreach and communications campaigns, linkage to care strategies, and coordination of opioid settlement investments and federal grants.

Job Duties

Operational Leadership

• Oversee the day-to-day operations of the ODPR team, ensuring timely execution and reporting on initiatives such as harm reduction supply distribution, training, communications, low-barrier response and connection to treatment, and housing and place-based prevention and response.
• Implement and oversee the operations of the ODPR program, aligning work with Public Health-Seattle & King County's (PHSKC) Strategic Plan and King County's Equity Framework.
• Manage program priorities, work plans, and deliverables in collaboration with ODPR staff, Health Services Division leadership, and regional partners.
• Provide administrative supervision to approximately 3-5 program / project managers in a matrixed environment and overall operational leadership and support to a team of 12-15 staff. Use organizational development tools and frameworks to support a healthy and strong team and workplace culture.
• Analyze data and trends to adapt program strategies, support continuous quality improvement, and drive health equity outcomes. Oversee enterprise-level reporting on key milestones and performance measures, including strategic plan and operational review quarterly updates to department and county leadership, respectively.
• Support contract and grant management to ensure fiscal responsibility and compliance with local, state, and federal regulations and grantors.
• Oversee procurement and contracting for the ODPR team in partnership with the PHSKC contracting team.
