$10,000 SIGN-ON BONUS FOR NEW EMPLOYEES

MAJOR DUTIES : The CWC Program Director works closely with the Chief Clinical Officer and is responsible for the provision of clinical services to clients enrolled in the Crisis Triage and Stabilization Program (CTS) and Involuntary Treatment Services Program (ITA).

This position provides program oversight and clinical supervision for all counseling and non-counseling staff on their assigned unit including clinical service delivery, maintenance of patient records, contract compliance and liaison with various government and private agencies and officials.

This position is a member of the Management Team. In fulfilling these duties, the incumbent performs the following duties independently :

  • Provides oversite and day-to-day supervision of the agency’s crisis stabilization and triage program and other relevant crisis programs as assigned;
  • Review Washington Administrative Codes (WACs) and Revised Codes (RCWs) and Federal regulations pertaining to behavioral health treatment and other community support services and develop and implement policies and procedures to comply with said codes and regulations;
  • Ensure that continuous quality improvement addresses both patient needs and compliance with WACs, RCWs, and Federal Regulations;
  • Establish and maintain relationships with clinics and hospitals, local service providers, first responders, and other community programs to expand the agency’s collaborative partnerships and improve coordination of services;
  • Ensure that the agency treatment programs are maintained in such a way to be in substantial compliance with Division of Behavioral Health and Recovery (DBHR) and insurance organization reviews, and CARF Surveys;
  • Prepares and submits statistical reports to the Chief Clinical Officer for program compliance with contract performance indicators;
  • Provides clinical supervision of treatment services including case staffing, chart entries, case audits, and treatment plan reviews;
  • Orientation of all new staff to their assigned unit;
  • Ensure compliance with all applicable Lifeline Connections’ contracts;
  • Forms collaborative relationships with community partners;
  • Prepare and present in-service training to staff in order to meet the needs of the changing trends in the program; and
  • Will become a Crisis Prevention Institute (CPI) certified instructor and ensure that all staff are trained and regularly drilled on least restrictive interventions;
  • Is available after hours, weekends, and holidays to support with any crisis or emergency that may arise;
  • In absence of necessary clinical staff, steps in to complete day to day assessments, groups, or individuals sessions to support patient care and well-being;
  • Works closely with the director of nursing to ensure necessary equipment, supplies, and staffing is available for the delivery of all prescribed medical care;
  • Participates in debriefing and evaluation of all seclusion and restraint incidents that may occur on the ITA program
  • Other duties as assigned.

POSITION REQUIREMENTS :

  • A masters degree or further advanced degree in counseling or one of the social sciences from an accredited college or university required;
  • Must qualify as a Mental Health Professional (MHP) and licensed in their field;
  • Five years experience as a qualified counselor as defined in WAC 388-805, or its successor;
  • Have a minimum of three years clinical supervisory experience;
  • Ability to meet the licensing requirements of a Substance Use Disorder Professional in Washington State (SUDP) consistent with WAC 388-805 and RCW 18.205
  • Previous documented experience working with an understanding of statistical methods, managing budgets, supervision of personnel and program management;
  • Current unencumbered driver license and proof of current car insurance may be required;
  • Good verbal and written communication skills;
  • Excellent attendance; and
  • Ability to work well with others.

GUIDELINES :

The position requires that the incumbent maintain certification or qualification standards delineated in WAC 388-805, or its successor, and maintains licensure with the Department of Health.

The incumbent relies on specialized training and / or equivalent experience in the field of behavioral health treatment, DBHR, WACs and RCWs of Washington, CARF standards and the performance standards developed for the position.

COMPLEXITY :

The incumbent provides program oversight and supervision to patients who differ widely in age and socioeconomic status and who may possess a variety of chronic and serious social, behavioral and psychological problems.

Further, s / he provides supervision for behavioral health counselors, counselor interns, and students. Autonomy, clinical maturity, sound judgment, and creativity are required to help identify and monitor policies and treatment activities that will meet the complex needs of both patients and staff.

PERSONAL CONTACTS :

Contacts are with members of the treatment team, patients, significant others of the clients, Board of Directors, representatives of various community agencies specializing in the treatment of behavioral health and related community representatives including lawyers, probation officers, and other court officials.

All personal contacts are carried out in accordance with federal and state laws dealing with the confidentiality of alcohol and drug abuse and mental health patient records.

PHYSICAL DEMANDS :

While performing the essential functions of the job, the employee is regularly required to sit, speak clearly, hear and use hands and fingers to manipulate writing utensils and keys on a keyboard.

The employee is occasionally required to stand, walk, reach with hands or arms, stoop, kneel, crouch or lift and / or move maximum of 25 lbs.

The employee may be regularly required to effectively operate an automobile.

WORKING ENVIRONMENT :

Most working hours are spent indoors in offices or meeting rooms. Occasional supervision of outdoor activities, visits to community agencies, and participation in staff retreats and staff development activities may be required.
