OverviewCredence Management Solutions, LLC (Credence) is seeking a Senior Acquisition Specialist- Financial Management Analysis (FMA) in support of the United States Space Force (USSF), Space Systems Command (SSC) Command Staff.
This position is based on site at Los Angeles, Space Force Base CA.Salary RangeFull salary range for this position is $162,000 to $178,000 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.
Responsibilities include, but are not limited to the duties listed below Assist the Government with all aspects of SSC space acquisition portfolio financial management.
These activities include but are not limited to : Program Objective Memorandum (POM), Program Budget Review (PBR), Planning Choices, and year of execution financial management and reviews.
Apply critical thinking and analysis to develop, train, brief, integrate, correlate, and review various phases of Planning, Programming, Budget and Execution (PPBE) as it pertains to the SSC space portfolio.
PPBE may also apply to other U.S. Government budgets, foreign military sales funding and other foreign Government funding.
Assist in monitoring, forecasting, reporting, briefing, and executing active year investment and Operations and Maintenance (O&M) appropriations, expiring, canceling, reimbursable, and working capital funds.
Assist the Government with planning and execution of all financial reviews, funds analysis, allocation, and distribution.
Financial reviews include but are not limited to : Fall and Spring Program Reviews, Investment Budget Review, Baseline Execution Review (BER), Mid-year Execution Review (MER), and Program Management Reviews (PMRs).
Assist in twice yearly Budget Exhibits preparation and review to include providing guidance to the program offices on the creation of the budget documents, providing training sessions, and critically analyzing the documents upon receipt for accuracy and consistency of strategic messaging.
Effectively communicate both orally and in writing, clearly, concisely, and with technical and administrative accuracy in a professional manner.
Document the results of their activities and provide weekly status updates at the SSC / FMA Staff meetings or as directed by leadership.
Reconcile information contained in databases used to monitor funds and recommend corrective actions needed to resolve errors.
Assist the Government through utilization of standardized and specialized software applications such as M / S Office, CCaR, GAFS, DEAMS, MOCAS, PMRT, IDECS II, ADVANA, and FM-Suite.
Document the results of their activities and provide monthly status updates at the SSC / FMA Staff meetings or as directed by Government leadership (CDRLA001)Education, Requirements and Qualifications An active Top Secret security clearance is required.
Bachelors degree in related field. Masters Degree preferred A minimum of 10 years demonstrated acquisition experience. Prior experience with the development of source selection documents (Source Selection Plans (SSP), Initial Evaluation Briefing, Comparative Analysis Report, Source Selection Decision Document, Evaluation Notices, Final Proposal Revision, etc.
IAW FAR, DoD, AF Instructions, and SSC policies. Knowledge of the laws, principles, policies, and practices of systems acquisition and program management is required.
Must be experienced in the federal acquisition process, have a strong comprehension of Federal Acquisition Regulations and Defense supplements.
A background in systems procurement and / or the ability and enthusiasm to grasp the underlying requirements. Strong writing, verbal, and interpersonal communication skills with the ability to work closely with teammates and customers across internal and external organizations.
Knowledge of Higher Headquarters, Air Force and Space Force, processes, and procedures as it relates to their functional responsibility.
Ability to communicate both orally and in writing clearly, concisely, and with technical accuracy. Skilled in writing both acquisition and technical related documentation, possess excellent communication skills and be able to work independently and with various stakeholders.
On-site performance is required at Los Angeles AFB, with occasional travel historically averaging two (2) trips of several days per month to Peterson SFB and Kirtland AFB.
