The Office of Resilience and Capital Planning (ORCP) promotes the preservation and sustainability of San Francisco's public capital assets and the city's overall resilience to acute shocks and chronic stresses.

Part of the Office of the City Administrator, ORCP oversees policies, programs, inter-agency initiatives, and financial strategies that increase the resilience of San Francisco's infrastructure and the communities it serves.

As the ORCP's Senior Capital Planning Analyst, you will play a key role in the development and implementation of the City's 10-year capital plan and the annual capital budget, with particular attention to critical topic areas, including neighborhood development, climate and seismic resilience, affordable housing, and racial equity.

Under direction from the Capital Planning Manager, the Senior Capital Planning Analyst will evaluate complex and diverse capital planning programs and special projects, develop funding plans, and track progress toward project completion.

Projects will range from streetscape improvements, and ADA barrier removal, to affordable housing and health care facilities.

What You Will Typically be Responsible For :

Research, analyze and evaluate complex and diverse capital planning programs and special projects with highly visible issues, such as neighborhood development, climate and seismic resilience, affordable housing, and racial equity;

respond to informational requests including those of a highly sensitive nature; and may represent the Capital Planning Program to stakeholders.

  • Work with the Planning Department to manage the Interagency Plan Implementation Committee (IPIC), including coordinating and documenting meeting sessions, promoting open communication amongst stakeholders, reconciling accounts, and developing a strategy to measure level of service performance and equity impact in concert with other City stakeholders.
  • Assist management in the budget development and loading process; assist with preparation of budget line-item narratives, analyses, and justifications for annual and supplemental requests;

and collaborate with budget and finance offices.

  • Analyze trends in budget expenditures and revenues, including capital projects and programs financed through the City’s debt programs;
  • prepare financial / statistical reports for management, Mayor’s Office, Board of Supervisors, Controller’s Office, and other agencies;

monitor activities and measure performance; and interpret results.

Coordinate the activities related to the management of multiple source capital projects; monitor detailed and complex budgets and ensure expenditures remain within budget;

coordinate and monitor departmental reporting.

Analyze existing and proposed legislation, regulations and policies. Plan and perform economic and / or financial analyses including forecasting, revenue and / or expense projections, and evaluation of financing alternatives;

and prepare reports with financial / policy recommendations and appropriate supporting documentation.

  • Support and advance the use of a racial equity lens across all capital programs and projects.
  • Develop communication materials such as agendas, minutes, memoranda, summaries, presentations, graphics, and reports; coordinate and / or conduct stakeholder meetings;

and may assist in the management of related online content.

Perform other duties and responsibilities as assigned.

Possession of a baccalaureate degree from an accredited college or university and three (3) years full-time equivalent experience performing professional-level analytical work.

Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution : Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years).

Thirty (30) semester units or forty-five (45) quarter units equal one year.
