SUMMARY
This is a multi-dimensional labor position that involves performing a variety of maintenance tasks on County roads and bridges.
The work involves heavy physical exertion and completing maintenance tasks in a timely fashion. The position works under the direction of the foreperson and or Labor II, but can receive direction form the Crew Chief, Administrator.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Operates and performs preventative maintenance to address issues and concerns on County-owned bridges and roads, reports findings, and schedules repairs with Foreperson and Superintendent.
- Inspects signage on bridges.
- Determines which type of signage is needed or desired for the job location and gathers respective materials designated in the sign manual.
- Operates a variety of county vehicles and machinery including pickup trucks, backhoes, dump trucks, and snowplows. A valid Pennsylvania Commercial Driver's License (CDL) is desired.
- Maintains clear and detailed communication and contact with the Foreperson, Superintendent, and Administrator when necessary.
- Responds as an essential County personnel with the possibility of on-call and emergency hours.
- Use and read a tape measure.
- Ability to use and maintain backhoe, air compressors, chainsaws, weed-eaters, backpack blowers, and jack hammer.
- Removes snow and ice from County-owned roadways (operating snow plows) and maintenance yards.
- Removes debris, foliage, and overgrowth from County-owned bridges, structures, and guiderails as well as mowing in designated Right-of-Ways.
- Must have basic carpentry and masonry experience.
- Control, maintain, and protect flow of traffic in work zones in accordance with PennDOT standards.
- Ability to perform additional maintenance and reporting tasks as directed by Laborer II, Foreperson, or Superintendent.
- Works well in a team environment as well as with minimal oversight when necessary.
QUALIFICATION REQUIREMENTS

- High School Diploma equivalent.
- Valid CDL class A, B, or C Pennsylvania driver's license.
- Knowledge of all county owned roads and bridges.
- Knowledge of construction and maintenance procedures.
- Two (2) years construction / structural road and bridges experience preferred.
- Can read and interpret architectural and design plans, instructions, and specifications to determine work activities.
- Ability to take verbal and written instruction.
- Ability to wear protective equipment.

Ability to walk on uneven terrain.
Shoveling raking, lifting of rocks, dirt, asphalt and stone in excess of 50 lbs. for 50% of the day.
Flagging (standing) 20% of the day. May exceed 20% depending on project.

Ability to shovel and withstand heavy lifting.
Ability to climb, bend, squat, stoop, & kneel for various amounts of time during an eight (8) hour day.
Ability to ensure that proper safety and incident reporting procedures are followed.
While performing the duties of this job, the employee is regularly required to stand; walk; sit; and talk and hear. The employee frequently is required to taste or smell.
The employee is occasionally required to use hands to finger, handle or feel objects, tools or controls; reach with hands or arms;
and stoop, kneel, crouch or crawl. The employee must occasionally lift and / or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision and depth perception.
