This is not a permanent assignment; the initial tour of duty is normally 36 months, and with agency approval a second tour of duty up to 24 months.

Duties

This is a secondary law enforcement position. Under the authority of the Aviation and Transportation Security Act (PL 107-71, November 19, 2001), you will function as a Federal Law Enforcement Officer and perform the duties and responsibilities assigned to Federal Air Marshals.

The position serves as a Supervisory Air Marshal in Charge (SAC) for a Regional Field Office in Law Enforcement / Federal Air Marshal Service (LE / FAMS).

The LE / FAMS is a component of the Transportation Security Administration (TSA) in the Department of Homeland Security.

The LE / FAMS promotes public confidence in our Nation's civil transportation systems through effective risk-based strategic deployment of Federal Air Marshals (FAMs) and other LE / FAMS based law enforcement resources in both air and land based mission related assignments in the U.

S. and abroad. The LE / FAMS' primary focus is to detect, deter and defeat terrorist or other criminal hostile acts targeting U.

S. air carriers, airports, passengers, crew and, when necessary, other transportation modes within the Nation's general transportation systems.

Duties include :

  • Providing senior level leadership to a significant and predominately Federal Air Marshal (FAM) workforce, overseeing the overall planning, direction, and coordination of operations for an LE / FAMS field office.
  • Establishing and maintaining strategic direction, directing major law enforcement activities in the field office, and advising the FAMS Director and Executive Staff on ongoing investigative requirements and methods to improve security in the aviation domain.
  • Serving as a primary advisor and authoritative consultant to the LE / FAMS Director and Executive Staff on field office investigations and related law enforcement issues, planning and directing the management of activities related to criminal investigations.
  • Establishing and maintaining liaison with other federal, state and local law enforcement agencies, as well as with the airline industry, representing the LE / FAMS Director in field office business matters.
  • Serving as the point of contact for LE / FAMS media and promotion activities.
  • Providing senior level leadership, directing the work of subordinate managers and performing a wide range of managerial duties including : planning, communicating vision and objectives;
  • assigning tasks and responsibilities; setting priorities; monitoring and evaluating performance; coaching and developing employee capabilities;

and, taking, recommending or approving corrective / disciplinary actions, as appropriate.

Establishing and communicating to subordinate managers both short and long range program plans, goals, requirements and priorities.

Qualifications

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience equivalent to the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in state or local government or the private sector.

Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of this position.

Specialized experience is defined as leading, developing, and implementing law enforcement and security management programs, laws, regulations, policies, and procedures in a large, geographically dispersed organization.

Candidates will also be rated and ranked based on their possession of the Professional / Technical Qualifications listed below.

Evidence of the Professional / Technical Qualifications should be CLEARLY REFLECTED in your resume.

Professional / Technical Qualifications :

  • Demonstrated experience leading, developing, implementing, and administering comprehensive law enforcement and security management programs in a large geographically dispersed organization.
  • Demonstrated experience collaboratively working across organizational lines in implementing law enforcement and security management programs.
  • Demonstrated experience directing or managing international security or related programs and systems that impact multiple organizations, components, or agencies.
  • Demonstrated experience in aviation domain law enforcement issues and operations.

CURRENT OR FORMER POLITICAL APPOINTEES : The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.

CONDITIONS OF EMPLOYMENT :

MOBILITY : The Transportation Security Administration (TSA) was created in the wake of 9 / 11 to strengthen the security of the nation's transportation systems while ensuring freedom of movement for people and commerce.

TSA employs a risk-based strategy to secure U.S. transportation systems, with nearly 50,000 Transportation Security Officers, each day at approximately 450 airports nationwide.

The agency continuously sets the standard for excellence in transportation security through its people, processes, technologies and use of intelligence to drive operations.

As a member of TSA's Leadership Cadre, you may be subject to frequent changes in posts of duty and positions. Mobility is a condition of employment.

Applicants and current TSA employees who are selected for a Senior Leadership position must sign and submit a mobility agreement upon acceptance of a job offer.

Executing this agreement is required as a condition of employment for an individual selected for a vacant mobility position.

Employees may be subject to 24-hour on call duty in the event of an emergency. This service may require irregular working hours, work at locations other than the official duty station, and may include duties other than those specified in the position description.

Selectee must be able to relocate to emergency sites with little advance notice and function under intense physical and mental stress.

FIREARMS CERTIFICATION : This position requires the incumbent to carry a firearm. You must pass a certification at an interval required by the hiring / employing law enforcement component within TSA.

Failure to do so will result in the revocation of firearm authorization and any other appropriate administrative action, up to and including removal.

  • SUPERVISORY / MANAGERIAL PROBATIONARY PERIOD REQUIREMENT : Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory / managerial position.
  • FITNESS PROGRAM : Positions filled from this announcement are subject to the Federal Air Marshal Fitness Program to include regular participation in a physical fitness program.
  • MEDICAL STANDARDS : Selectees are required to meet the entry and recurrent medical standards of the Federal Air Marshal Medical Examination Program.
  • Incumbent is expected to successfully complete all agency-required training.
  • This position is a secondary law enforcement position, and as such, provides for the continuation of law enforcement retirement coverage for those currently encumbering a covered position.

Provisions for continued law enforcement retirement coverage include the following :

  • All candidates currently covered by Federal law enforcement retirement coverage as cited in this notice are subject to mandatory separation age requirements in accordance with applicable statutes.

Selectee is entitled to Law Enforcement Availability Pay (LEAP) of up to 25% of base pay for availability to work substantial amounts of unscheduled duty.

LAUTENBERG AMENDMENT : This position requires the incumbent to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.

S.C., Section 922(g)(9)). A 'misdemeanor crime of domestic violence' is generally defined under the statue as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the defined in the statute, excludes any person whose conviction has been expunged, set aside, or pardoned, or any person whose civil rights have been restored unless the pardon, expungement or restoration of civil rights expressly prohibited the possession of firearms or ammunition.

Note : Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.

e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.

g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.

The Supervisory Federal Air Marshal (Field) (SAC) position has a Tour of Duty. The length of a duty assignment is generally up to 5 years.

The initial tour is normally 36 months, and with agency approval a second tour of duty up to 24 months. Any subsequent tour of duty extension beyond the second tour will be based on the Agency's needs.

During your assignment, an employee from Human Capital will work with you to complete a career assessment and to identify future position interests.

It is TSA's policy to provide a consistent and timely way of placing employees upon expiration of their tour of duty. Placement is based on the employee meeting the priority placement eligibility requirements and qualification requirements for an appropriate vacant position, as well as any applicable career development assessment and agency needs.

  • Certificates will be issued on an as needed basis, as vacancies occur.
  • The applicant pool will be honored for a period of 4 months.

Salary range does not include locality. Locality will be set in accordance with OPM defined locality pay tables for the specific duty location.

TSA limits LEAP for pay & retirement purposes only to the extent that the sum of basic & premium pay for the pay period doesn't exceed the greater of the biweekly rate payable for GS-15, Step 10 (including any applicable locality) or the rate payable for level V of the Executive Schedule).

SUPERVISORY / MANAGERIAL PROBATIONARY PERIOD REQUIREMENTS : Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory / managerial position.

therefore, employment with TSA does not confer the Competitive Status that generally results from selection and service in Competitive Service agencies.
