The Office of Human Services Emergency Preparedness and Response (OHSEPR) administers the Disaster Human Services Case Management Program, the U.
S. Repatriation Program, and the Health and Human Services (HHS) Administration for Children and Families (ACF) Continuity of Operations Program which direct the performance of ACF’s mission essential functions during a vast range of unexpected disruptions or emergencies.
This position provides temporary assistance to U.S. citizens and their dependents who have been identified by the Department of State (DOS) as having returned, or been brought from a foreign country, to the United States because of destitution, illness, war, threat of war, or a similar crisis, and because they are without resources immediately accessible to meet their needs.
OHSEPR coordinates with DOS to ensure that eligible repatriates receive temporary assistance in the state or territory of their final destination.
Duties :
- Oversee incident-related data gathering and analysis regarding project or incident operations and assigned resources.
- Facilitate incident action planning meetings and prepare the Incident Action Plan (IAP) for each operational or project period.
- Coordinate planning efforts across multiple jurisdictions.
- Develop and implement a transition plan based on escalating incident complexity.
- Develop long-term plans and supervise advanced planning efforts as the incident or project requires.
- Perform duties in a safe manner and follow client and corporate safety policies.
- Coordinate with functional areas in accordance with Incident Command System (ICS) structure.
- Demonstrate at least an intermediate level of knowledge of ICS principles and ICS forms as evidenced by course completion certificates and previous written examples of application in real incidents.
- Demonstrate knowledge and understanding of the National Response Framework (NRF) and the structure of the nation’s response structure based on the NRF and the Emergency Support Functions (ESF) (particularly ESF #6- Mass Care, Emergency Assistance, Housing, and Human Services).
- Establish and maintain positive interpersonal and interagency working relationships.
- Create a work environment that provides mutual respect and equal opportunity for all personnel assigned to the incident.
- Create understandable and accurate reports and presentations that are 508-compliant using Microsoft Word, Microsoft Excel, and Microsoft PowerPoint.
- Retrieve information from databases and online knowledge management systems.
- Perform other duties as assigned.
Job Requirements :
- Must have a bachelor’s degree and a minimum of four years of professional experience or a master’s degree and a minimum of three years professional experience as a planning manager.
- The degree must be in a business field (e.g., Program / Project Management, Business Management, Business Administration, Accounting, Finance, and Economics).
- Relevant experience must be in program management (e.g., trend and forecast analysis, earned value management, cost benefit analysis, balanced scorecard, activity-based costing, life cycle cost estimating, activity-based budgeting, and gap analysis), personnel management, and project management (e.
g., communications plan development, risk management, project management frameworks such as Agile, resource planning and management, conflict management and resolution).
- Project Management Professional, PMI Agile Certified Practitioner certification a plus.
- PM may function as a deputy for a large project or program.
- Ability to ascend / descend stairs.
- Ability to lift 15 lbs.
- Able to withstand changing environmental conditions with weather (rain, lightning, extreme heat and winds).
- May be exposed to strenuous, dangerous, or stressful conditions.
- Use of PPE, gloves, helmets, respirators, and other personal protective and safety equipment to minimize the risk of illness and injury.
- Able to withstand and manipulate through construction areas, sports fields, etc.
- Use of manual dexterity, tactile, visual, and audio acuity.
- Must be able to stand, bend, or stoop for the entire duration of the shift, as necessary.
- Able to communicate verbally and listen for constant surveillance of staff activities.
- Must be able to deploy within 72 hours of notification.
- Must be able to remain at deployed location for up to 180 days.
- Must be able to multi-task, be detail-oriented, be organized and have excellent verbal and communication skills.
- Ability to solve programs.
- Ability to deal with multicultural contacts with sensitivity.
- Must be a U.S. Citizen or have legal permanent residence.
- Ability to pass a background investigation.
- Ability to work with computers and utilize Microsoft products (e.g., Word, Excel, PowerPoint).
