We are seeking an experienced Senior Proposal Manager to support our strategic growth activities (e.g., proposals, sources sought / Request for Information (RFI) response) across the DoD & IC.
The Proposal Manager will be a strategic part of our Growth Operations Team and have direct access to Omni’s corporate leadership.
Role & Responsibilities :
- Manage entire proposal process from pre-solicitation through submission and pre-award negotiations to award. Upon, award support transition to Operations team.
- Support responses to sources sought / RFIs, white papers, and other capture related documents or presentations to include reviewing, editing, and formatting.
- Support maintenance of proposal library to include past performance references, prior submissions, methodologies, and graphics.
- Develop and maintain templates for proposals, sources sought / RFI’s, capture presentations, white papers, and cover letters.
- Work with Capture Managers, Solution Architects, and other team members in identifying proposal structure (i.e., outline) win themes, solution, and available content.
- Ensure all proposal activities (e.g., content development, pricing, recruiting, reviews) are identified and properly assigned.
- Establish proposal schedule and ensure adherence to timelines.
- Conduct kick-off meeting and regular meetings to discuss status.
- Facilitate and participate in proposal reviews (e.g., Red Team) to ensure proposals are compliant and compelling
- Lead post submission session with proposal participants and review debriefs to identify and capture lessons learned.
- Propose improvements to proposal processes and methods to increase win probability.
Required
- 8+ years of Experience managing proposals to the Federal Government for multiple award IDIQs, single award contracts, and task orders to include unrestricted competitions for opportunities valued at $75M for a single award.
- Ability to thrive in a fast-paced environment
- Exceptional attention to detail
- Excellent organizational and communication skills
- High proficiency with Microsoft Word, Excel, and PowerPoint
Desired
- Experience managing proposals for software development, DevSecOps, data analytics, cloud engineering and / or related topic.
- Proficient with SharePoint
- Experience developing graphics for incorporation into proposals
- Experience managing proposals for DoD and / or Intelligence Community
