The Organization
The Pat Brown Institute at Cal State LA (PBI) is a non-partisan organization dedicated to "unleashing the power of participation" focusing on civic education and public policy research.
Under the civic education and engagement rubrics, the Institute serves as a convener to raise awareness about timely policy issues, coordinates programming such as Civic U , voter engagement programming, the James R.
Galbraith Fellowship, the PBI Civic Quiz, candidate debates, and the SELA Initiative. Our public policy and research program focuses on developing pathbreaking community surveys and research projects regarding racial / ethnic groups, equity, and public policy relevant to California.
What We Do
Our programs provide non-partisan forums that bring together diverse views on the foremost concerns of our communities. The Institute brings public officials closer to their constituents, facilitates community engagement, and supports Cal State LA's mission to serve as an anchor institution for the region.
As a university-based center, research informs all of our initiatives.
Over the years, the Institute has looked at the key questions California faces. With an emphasis on equity and inclusion, the Institute convenes diverse stakeholders including concerned citizens, public officials, business leaders, community organizations, unions, academics, and decision-makers.
Inspired by Governor Brown's legacy, the Institute serves as a resource for the development of public policy on topics such as education, infrastructure, environmental issues, housing, healthcare, mental health, transportation, crime, workforce development, and immigration.
Civic University (Civic U )
Civic U was developed in partnership with the Office of Los Angeles Mayor Eric Garcetti and launched in 2013. Civic U operates on the premise that when it comes to local government, a well-informed community will be a more active and engaged one.
This program seeks to close the gap in public knowledge and understanding of how local government works in Los Angeles County to empower communities to more effectively influence government.
The Institute offers different types of Civic U programs and customizes the curriculum to meet the needs of participants.
The impact of this unique program has now surpassed 5,500 individuals from a range of communities across Los Angeles, including advocacy organizations in Boyle Heights, South LA, and Southeast Los Angeles, and leaders of the Los Angeles neighborhood council system.
Similarly, our Civic High program is a pivotal part of our mission to promote civic and community engagement for inclusive and informed public policymaking by creating opportunities for young people to acquire the knowledge, confidence, and experience needed to have direct and lasting impacts on their communities.
To date, our Civic High program has reached over 600 young people in our most under-resourced communities.
PBI Community Surveys and Research
Since the Institute's founding, PBI has been a thought leader in the area of research and publications. In 2016, the Institute began a multiyear survey program with foundation and individual donor support to explore the social and political orientations of four major racial / ethnic groups in Los Angeles County : African Americans, Latinos, Asian Americans and Pacific Islanders, and Jews.
In late 2021, PBI enhanced its racial and ethnic survey program to give voice to residents of working-class, place-based communities of color.
This combined program is now known as the PBI Voices of LA Surveys. This dynamic model of community-relevant, geographically-based survey work is helping to generate greater understanding and knowledge of Los Angeles and provide tools for community action and social change.
Most recently, the Institute is surveying Cal State LA students to gain insights on Next Gen voters. Our surveys offer a glimpse into the community instead of waiting for those in power to devise solutions from the top down, giving voice to how people in their communities view the problems they face, engage in the civic arena, and whom they trust for credible information.
These are often communities left out of civic conversations.
Public Programming
The Institute's public programscreate opportunities for balanced and meaningful dialogue about key public affairs issues.
Through conferences, forums, and film screenings, the Institute reaches policymakers, researchers, journalists, civic leaders, community activists, and students.
Our events influence how policy is shaped, amplify the voices of diverse stakeholders, and provide accessible information and data.
SELA Initiative
TheSoutheast Los Angeles (SELA) Initiativeis a multi-year endeavor designed to develop the regional influence of specified communities and cities within the broader area.
The Initiative seeks to revitalize the landscape of civic engagement in Southeast Los Angeles and, as a result, refresh the policy decision-making environment in the region.
Through targeted efforts steered by the SELA Collaborative, the region has seen an influx of funding and revitalization.
James R. Galbraith Fellowship
The Galbraith Fellowship provides outstanding Cal State LA students with a first-hand opportunity to learn about the public policy development and implementation process.
Partly funded by Mr. Galbraith and the Conrad N. Hilton Foundation, the fellowship exposes students to potential careers in public service through placements in the offices of elected officials.
Fellows gain a deeper understanding of how policies affect local communities. Each fellow goes through a rigorous screening process and is selected based on their ability to work in a high-paced and professional setting.
At the culmination of their fellowship, students submit reports that outline their experiences and how their placements have informed their future career goals.
The Institute continues to foster networking opportunities among our alumni after they have completed their fellowships.
Next Generation Engagement
The Pat Brown Institute for Public Affairs invests in youth in order to train the next generation of leaders for our communities.
Whether in high school or at the university, PBI youth learn about and immerse themselves in public policy by working on policy projects, researching relevant issues, and serving in internships.
PBI-Manatt Civic Quiz
The Institute's Civic Quiz, co-sponsored with the Manatt, Phelps, & Phillips public affairs law firm, aims to inform and engage the public about government, politics, and public policy in California.
Recent quiz topics include Presidential Conventions, Ballot Measures, and the LAUSD. We typically post a new quiz on our website once a month.
Each quiz has about 300 to 500 respondents.
Candidate Debates
The Institute believes that candidate debates are an essential part of the democratic process. The Institute offers a debate program that provides the community with the opportunity to participate in wisely choosing among candidates for public office.

Candidate Profile
The Executive Director of the Pat Brown Institute will oversee the administrative and fiscal management of the organization while driving its long- and short-term planning to align with its mission.
In this role, the Executive Director ensures PBI supports Cal State LA's mission to transform lives and build thriving communities across greater Los Angeles.
Acting as a "community-university ambassador," this leader will forge partnerships with public, private, and community sectors to expand PBI's reach and influence throughout greater Los Angeles and state-wide.
A Master's degree or Ph.D. in Political Science, Public Policy, Public Affairs, Law, or applied social science research is preferred.

As a visible and charismatic representative of the Institute, they will lead efforts to build partnerships, attract funding, and elevate PBI's profile within both local and national conversations on public policy.

Compensation & Benefits
Salary is commensurate with experience and qualifications. Salary range is $78,756 - $252,792 / yearly (Budgeted Hiring Salary Range : $139,992 - $189,996 / Yearly).
