Main function we are looking for is RACF administration, both zSecure and ETF / R are tools used to help in administration of RACF.
The focus is on administration (not product (software) / tool support). We are looking for an administrator (not a system programmer).
The MFSE team at Navy Federal Credit Union primarily focuses on mainframe and host based security. The team's premiere skill set is IBM RACF.
The team also supports ETF / R, zSecure, and other host-based application security platforms.
The MFSE team is responsible for maintaining internal application security controls, SETROPTS and RRSF Settings, and other control mechanisms requiring subject matter expert (SME) knowledge.
Additionally, MFSE team staff provides tier 3 technical support for projects and interacts with fellow Enterprise Technology Services (ETS) support teams for escalation of service requests requiring tier 3 support to diagnose and resolve complex issues.
MFSE team members are responsible for compiling and reviewing data that will be consumed by Analysts, Engineers, and Management;
identifying opportunities for new and / or improved processes, data, or technology; and collaborating with all business units to ensure business needs are clearly defined, communicated, and executed.
- Maintain internal application security controls, parameter files, RACF SETROPTS and RRSF Settings records, and other control mechanisms requiring subject matter expert (SME) knowledge
- Design and maintain internally-used mainframe tools (., zSecure, CARLa, ETF / R, various REXX Execs, EasyTrieve programs, some number of Cobol programs, SAS programs, SQL inquiries via SPUFI)
- Support OSS in implementation of expanded mainframe architectural capabilities such as load balancing and etc002E
- Perform self-audits of mainframe controls, policies, and standards; plan and execute remediation / improvement actions
- Monitor and analyze key performance indicators, and establish processes and methodologies for preventative actions
- Conduct benchmarking, trend analysis and other input to drive continuous improvement and elevate service performance
- Analyze information, requirements, data, work quality, work methods, processes, service specific practices, standards and metrics / statistics to generate actionable recommendations
- Work with various business units, project teams and vendors to address security concerns by identifying requirements, interviewing stakeholders, evaluating existing processes and alternatives, and presenting findings
- Participate in Projects (ITBM) related to Mainframe (includes awareness as well as execution of security related tasks)
- Provide and maintain documentation and processes to facilitate performance of both internal MFSE responsibilities and mainframe-related actions performed or requested by others (.
NFCU business partners and technical staff)
- Ensure compliance with Navy Federal Credit Union ETS standards and best practices
- Provide On-Call support for mainframe related access issues
- Perform other duties as assigned
- Bachelor's Degree in Business Administration, Computer Science or the equivalent combination of training, education, and experience
- Strong working knowledge of RACF mainframe security administration (or ACF2) required
- Understanding of Security Principles and access controls
- Experience in IT solution creation and delivery with increased business intelligence
- Ability to work independently and in a team environment
- Good working knowledge of documentation and presentation applications including PowerPoint, Visio, Excel, and Word
- Experience in working and participating in cross-functional, multi-dimensional teams and projects
- Experience translating business requirements into technical solutions

- Experience with audit and the security review process for RACF
- Programming experience (preferably REXX and / or CARLa)
