About the Paid Leave Division :
Paid Leave is a new program launching in 2026. The program will provide partial wage replacement to Minnesota workers who are out of work due to a qualifying condition, such as a severe health condition that prevents them from working, or when they need time to care for a family member or a new child.
We are building a program that will be easy for every Minnesotan to use. We are engaging the people who depend on us workers, employers, caregivers, and insurers to learn from them and build the program around their needs.
We are using modern service delivery and product practices to deliver the program.

Position Purpose :
This position is responsible for the development and administration of new grant programs offered through the Paid Leave Division including Public Outreach grants, which will provide funding for community-based organizations to do outreach and education on the Paid Leave program, and Small Employer Assistance Grants, which will be small-sized funding provided to qualifying employers.
The position should have deep technical understanding of grant administration and will be responsible for growing and managing professional staff who provide technical assistance, transactional support, and administration of grant funds to partners and grantees.
Key Responsibilities Include :
Develop, train, motivate, and lead a team of professional grant staff
Develop and implement an end-to-end grant process and strategic policies in adherence to state legislation and grant management regulations
Foster community engagement and enhance support for social equity applicants and other targeted groups
Manage a grant application process and implement short-term and long-term plans for successful programs
Ensure program transparency, accountability, and impact through reporting, monitoring, and evaluations
Monitor and balance a budget of $10-$15 million in state funding
This position is telework () eligible and is occasionally required to be on-site at the St. Paul office. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state.

Minimum Qualifications

Four (4) years of experience* in administering grant programs, with at least two (2) of those years leading, supervising, or managing a team
Bachelor’s degree in Business Administration, Economics, or other closely related field as determined by the agency may substitute one (1) year of experience;
master’s degree substitutes for eighteen (18) months of experience
Applicants that meet the above minimum qualification will be further evaluated on the following :
Experience and knowledge with state grants including management, technical assistance, and finance policies and procedures
Experience coaching, mentoring, and developing staff while building relationships
Skills in human relations to establish partnerships with other department staff, government officials, community organizations, community leaders, non-profits, and businesses
Skills in problem-solving to resolve project issues
Experience planning, directing, and evaluating activities of the work unit
Preferred Qualifications
Experience delivering public presentations to regional and statewide audiences
Skill in navigating state governments including policies and procedures
Knowledge of DEED programs and services
