JOB PURPOSE : The Medical Director is a key member of the Executive Leadership Team who serves as an operational liaison between medical and psychiatric providers and organizational leadership while serving as an advocate and liaison between consumers and PBH clinical teams.

The Medical Director is an integrating force who fosters alignment of the healthcare team to provide evidence based, safe, high-quality, cost-effective care for the community served by Peninsula Behavioral Health.

ESSENTIAL DUTIES AND RESPONSIBILITIES :

  • Responsible for the comprehensive health services provided at PBH, including psychiatry, primary care, pharmacy services, and nursing care, across all PBH facilities.
  • Actively participates in organizational initiatives and strategic planning.
  • Provide leadership to PBH facility-based healthcare providers including clinical and administrative supervision.
  • Collaborate with community partners, peers at the state Health Care Authority and Department of Health, as well as the local Public Health Department.
  • Train new Providers on the PBH policies and keep current medical staff up to date on Washington State and federal regulations and best practice standards.
  • Establish, develop, and implement the overall plans, goals, and objectives to lead the PBH Medical Department's various programs.
  • Support and create new and effective population health strategies for healthcare staff to ensure interventions are effective, efficient, and necessary.
  • Work with the Chief Operating Officer to develop the current and future business processes to support PBH expansion and sustainability.
  • Work effectively with the Director of Quality and Compliance to ensure regulatory compliance with all federal and state laws and regulations, including Washington state professional standards of practice, Revised Code of Washington, Washington Administrative Code, and agency policies.
  • Provide clinical support and work with other members of the leadership team to develop, communicate, and implement the overall agency strategy.
  • Ensure the cost effective and efficient delivery of care, and the proper utilization of resources.
  • Provide direct patient care using proper, recognized modalities of treatment.

SECONDARY DUTIES AND RESPONSIBILITIES :

  • Provides consultation to the Chief Executive Officer, Chief Operating Officer, Clinical Directors, Supervisors, and staff regarding medical and psychiatric issues.
  • Provides in-service training for staff.
  • Maintains familiarity with and handles client information in accordance with Federal regulations (42 CFR, part 2), the Revised Code of Washington, (71.

05.390 and 71.24), and other applicable laws pertaining to the confidentiality of client and staff information.

  • Maintains familiarity with State and Federal regulations for prescription medications (including controlled substances) and prepares organization policies and procedures to guide the use of prescription medications and controlled substances at PBH.
  • Maintains physical security of confidential materials and assigned Agency property.
  • Participates actively in professional organizations in order to further education, professional growth and networking.
  • Maintains high standards of professional conduct in relation to clients, staff and other community professionals.

PERFORMANCE EXPECTATIONS :

  • Clear understanding of PBH functions currently, and how it may evolve.
  • Ability to assess where integration is needed to break down clinical or administrative silos.
  • Willing to recommend and make necessary changes to improve functioning of the organization.
  • Must be comfortable with all the moving parts of the organization; and know when and how to align different constituencies within the organizational setting.
  • Ability to successfully manage projects, develop programs, and execute plans.
  • Fully support current medical providers and nursing team members and have the ability to identify and nurture future leaders to ensure sustainable delivery of quality care by the organization.
  • Must have a strong working understanding of metrics and medical analytics.
  • Must be attuned to other legal landmines with regard to the Health Insurance Portability and Accountability Act (HIPAA), the Health Care Quality Improvement Act (HCQIA), vulnerability to Recovery Auditor Contracts (RAC) and avoidance of practices that could invoke fraud and abuse enforcement (billing for services that do not meet medical necessity criteria or over billing for services).

REQUIRED EDUCATION, LICENSE(S), CERTIFICATION, AND EXPERIENCE :

Education :

  • Graduation from an accredited school Advanced Registered Nurse Practitioner program; or
  • Medical Degree (MD / DO) from an accredited university.

Licensure :

  • Full, unrestricted Licensure to practice psychiatric medicine in the State of Washington AND
  • Full, unrestricted DEA license to prescribe medication AND
  • ANCC certification as a Psychiatric Mental Health Nurse Practitioner; OR
  • ABPN Board certification in General Psychiatry.

Experience :

  • Minimum five (5) years clinical practice.
  • Minimum two (2) years administrative experience in a psychiatric / behavioral health setting.
  • Minimum two (2) years experience supervising others.

Additional requirements :

  • Must be able to pass a pre-employment drug test and background check.
  • Must be able to provide vaccination records for MMR, Hep B, Tdap and recent flu shot.

KNOWLEDGE, SKILLS, AND ABILITIES :

  • Must be able to demonstrate the knowledge and skills to provide psychiatric medical treatment to adults and children from an evidence-based approach.
  • Demonstrate extensive knowledge regarding the use, benefits, and side effects of medication.
  • Must demonstrate knowledge of key principles of growth and development of the lifespan, possess the ability to assess data reflective of the patient's status and be able to interpret the appropriate information needed to identify each patient's needs in accordance with the Center's policies and procedures.
  • Knowledge of management principles (including fiscal responsibility) and an ability to demonstrate effective leadership skills and promote a team-oriented environment.

Essential Background and Experience Requirement :

Experience treating a variety of psychiatric disorders in patients of all ages.

Preferred Background and Experience Requirement :

  • Extensive experience with a variety of patient categories and focused experience with one or more sub-categories (e.g., addiction medicine, child and adolescent psychiatry, forensic psychiatry, geriatric psychiatry, etc.).
  • Experience providing primary care services to an adult population.
  • Experience providing care to individuals with Serious Mental Illness (SMI) and / or Serious Emotional Disorders (SED).

  • Occasionally lifts supplies and equipment.
  • Required Protective Equipment : maintain Standard Precautions and uses barriers (gloves, masks, aprons, goggles) appropriately in all potential exposures to body fluids.
  • Rarely exposed to clients with aggressive behaviors.

  • Ability to learn and utilize EMR.

  • Working knowledge of the administration of medication.
  • Ability to manage crises effectively.

  • Occasionally exposed to patients exhibiting assaultive behaviors.
  • Works in a clean, well-lighted and ventilated office.

  • Subject to varying and unpredictable situations.
  • Handles emergency or crisis situations.
  • May be subject to long irregular hours.
