Job Description and Duties

This position supports the California Department of Public Health's (CDPH) mission and strategic plan by supervising the operation, maintenance, and repair of all buildings and infrastructure for the Richmond Campus facility.

The Chief Engineer II (CE II) supervises a staff of Stationary Engineers (SE).

Under the direction of the Chief of Plant Operations (CPO) III , The CE II will work with a concentration on the Corrective and Preventative maintenance of the Heating, Ventilation, and Air Conditioning (HVAC) and Lab renovation projects for the Richmond Campus.

The incumbent plans and oversees the operations of the HVAC Renovation and Building Operations Unit. Duties and responsibilities include planning, directing, and organizing the activities of the unit staff and assisting the CPO III and Section Chief with Lab specific projects and renovations.

The attached duty statement indicates whether this position is eligible for telework. All employees who telework are required to be California residents in accordance with Government Code 14200, and may be required to report to a CDPH office, when needed.

The Program Support Branch (PSB) provides a variety of supportive services to CDPH Programs.

The CDPH's Richmond Campus is a 29-acre property housing over 1,200 employees located in Richmond's Marina Bay and is minutes away from the El Cerrito Del Norte and Richmond BART stations and public transit, with free shuttle service between the campus and the El Cerrito Del Norte BART station.

The campus comprises offices, state-of-the-art laboratories, and a warehouse. Free employee parking is available for employees working day shift, including free electric vehicle charging and public transit subsidy up to $300 a month.

The Chief Engineer II is provided with uniforms and services of the uniforms.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate :

  • A well-qualified candidate should have multiple years working as a Journey Level Stationary Engineer in a supervision or lead role as well as trades or construction background.
  • Candidate must have a broad understanding of architectural and mechanical blueprints and schematics for projects in development and or in progress.
  • The ability to troubleshoot various types of equipment, including state of the art mechanical systems and highly complex laboratory equipment.
  • Knowledge of Heating, ventilating, refrigeration, and air-conditioning systems, electrical, water, sewage, elevator, and other mechanical systems, analysis, and treatment of boiler feed water.
