SCOPE OF SERVICES
Perform requirements gathering necessary to design and buildcomplex Public Safety &
EmergencyManagement systems of enterprise monitoring system for relatedprojects.
Manage the design of the EnterpriseMonitoring Solution meeting the Public Safety &
Emergency Management needs as it relates to monitoring andalerting requirements.
Develop and design VISIOor CAD type engineering drawings bill of materials and technical
specifications with custom configuration tomeet the project needs.
Plan and coordinate thedesign of all required system hardware and software for the
monitoring system to enable the monitoringsystem to perform to predefined specifications.
Manage the schedule and validation of the systems for functionalityand performance fault
tolerance and operationreadiness.
Coordinate all discussions relativeto technical specification needs and bill of materials
requirements for Public Safety & Emergency Managementprojects.
Provide oversight and management ofblended teams of independent IT consultants and
staff; manage vendor relationships.
Ensure that staff and consultants adhere to the published PMOmethodology and
development standards definedfor the PMO.
Engage in PMOrelated functionsincluding monitoring budget and ensuring that established.
communication plans risk management and similarprocesses are adhered to
Participate in thereview of project artifacts including technical requirements userexperience
design architecture testing andimplementation documentation.
Manage thedevelopment of training plans and future support needs.
Manage project close out and transition of all projectartifacts and knowledge transfer to
Agencystaff prior to disengaging from a project.
Support and contribute to the Programs goal of ongoing processimprovement and
adherence to Project ManagementInstitutes PMBOK and OTI PSEM published project
methodologies.
Report to seniormanagement within the Program OTI and stakeholder agencies onproject
status
Support theDirector of Project Management with managing PMO functionsincluding change
requests document anddeliverable management scheduling reporting etc.
Address client concerns and escalate all project risksand issues appropriately and manage
them toresolution.
Manage special projects andinitiatives as assigned included but not limited to scope
described above
MANDATORY SKILLS / EXPERIENCE
Note : Candidates who do not have the mandatory skills willnot be considered
Minimum 8 years of experienceoverseeing medium to large scale projects.
Atleast 8 years of experience in Event Management and Public SafetyEmergency Services
A baccalaureate degree froman accredited college
Functional understandingof routing protocols and data delivery techniques
Knowledge of Operations Management Service Desk Help DeskDatacenter
Functional knowledge of OperatingSystems Databases and IT Infrastructure elements
Experience with IT Service Management and EnterpriseMonitoring tools
In depth knowledge ofEnterprise Monitoring tools for Service Automation ServiceAssurance
and Service Support
Focal point of contact for project management financialadministrative and technical issues
Proficientin MS Word MS PowerPoint MS Project MS Visio
Project Management experience including project planning schedulingwith significant project.
