Job Description

Maintaining efficiency and economy in operations management requires flexibility in job assignments. While each employee shall have a primary responsibility for the job in which that employee has been hired or later promoted to, each employee may be expected to perform other jobs from time to time.

SUMMARY :

Under the direction of the Chief Operating Officer, the Manager of Paratransit and Mini Bus is responsible for organizing, developing, planning and directing all of MTS' Paratransit and Mini Bus functions and ensuring alignment of these functions with the goals and critical business outcomes of MTS.

The Manager of Paratransit Operations manages the MTS Americans with Disabilities Act ("ADA") Paratransit program, and ensures full compliance with ADA regulations with respect to operations, client certification, call center operations and revenue service.

The Manager of Paratransit Operations also manages the fixed route "Mini Bus" program and oversees the operations and management contract between MTS and the service provider(s).

This role also prepares operating and capital budgets, monitors service performance, conducts community outreach, represents MTS on disabled advocacy and transportation committees, and evaluates existing and proposed transit services.

EXAMPLE OF DUTIES : Essential Functions

Essential Functions

  • Works with the Chief Operating Officer to accomplish goals, develop budgets, and other related activities.
  • Responsible for the oversight of the Paratransit contract, performs audits and operational analysis to ensure that MTS is in compliance with the requirements of the ADA Act of 1990.
  • Maintains accurate and up-to-date knowledge of DOT, DOJ and FTA regulations related to ADA Paratransit Services and ensures full compliance with ADA regulations with respect to operations, client certification, call center operations and revenue service.
  • Researches and analyzes specialized paratransit issues.
  • Prepares operating and capital budgets for both the MTS Paratransit and MTS Mini Bus programs.
  • Provides budgetary oversight for multiple transit service contracts.
  • Oversees the Medi-Cal Redistributive Funding Program and represents MTS at required San Diego County Health and Human Services meetings.
  • Oversees customer service for the MTS Paratransit and MTS Mini Bus programs and ensures that all complaints are understood, documented and resolved.
  • Audits contractor reports, billing, ADA certifications and contracts to ensure accuracy, service quality, performance and ADA compliance.
  • Serves as the primary contact for paratransit and minibus service and consultant contracts.
  • Coordinates with MTS Planning, Trapeze Scheduling and the applicable operations contractor to ensure accurate service maps and fixed routes.
  • Collects, analyzes, arranges, interprets and maintains information, data and materials to evaluate existing and proposed transit services.
  • Generates technical transportation reports, plan implementation proposals, grant budget reports and related Requests for Proposals (RFPs), Requests for Bids (RFBs) and Requests for Quotations (RFQs).
  • Develops policies and procedures that ensure maximum compliance with all applicable ADA regulations.
  • Manages the preparation of graphics, FAQ's and User Guides.
  • Represents MTS on disabled advocacy and transportation committees, including but not limited to, ASAC, SSTAC, Blind Center and Regional Center.
  • Presents detailed project information to the MTS Board of Directors, applicable government officials and the general public.
  • Conducts community outreach with respect to the MTS Paratransit and MTS Mini Bus programs to ensure awareness and accurate communication.
  • Provides supervision, technical guidance, training and project work review for the Paratransit Contract Specialist, as well as applicable subordinate staff.
  • Researches and gains a working knowledge of MTS vehicle procurement and maintenance activities.

QUALIFICATIONS :

Knowledge, Skills and Abilities

  • Knowledge of or ability to learn MTS policies and regulations, ability to read, understand and apply MTS policies, regulations and union labor contracts;
  • ability to use ADP and HRIS software to accomplish given tasks; ability to write letters, memoranda and reports using clear, concise and grammatically correct English;
  • ability to speak clearly, distinctly and effectively in person-to-person or small group situations using tact and diplomacy;
  • ability to coordinate and initiate actions necessary to implement decisions and delegate responsibilities to appropriate personnel;
  • ability to establish and maintain priorities in order to complete assignments by deadlines without detailed instructions;
  • skill in verifying the accuracy and completeness of forms and reports; knowledge of Microsoft Word and Excel and the ability to learn and use other software that MTS might have or acquire;
  • ability to effectively present information and respond to questions from the general public; ability to represent MTS in a positive way while working with the public;

detailed knowledge of ADA regulations and applicable FTA guidelines with respect to ADA Paratransit Services; knowledge and understanding of ADA policy concerns for paratransit users.

Physical Requirements

The successful candidate must be able to fulfill the physical demands of the job such as walking, stooping, sitting, bending, reaching for overhead files and occasional lifting (must be able to lift up to 20 pounds).

Must be able to operate a motor vehicle and perform tasks involving manual dexterity, such as use of a computer and 10-key.

Work will at times require more than 8 hours per day or an irregular work week to perform the essential duties of the position.

Duties will be performed primarily in an office type environment and may require travel to external locations and agencies.

Experience / Education / Certificates / License(s)

Possess a bachelor's degree in business or transportation, as well as four years of progressively responsible experience in transit operations, preferably with a paratransit focus.

A combination of relevant education, training and experience may be substituted for the degree requirement. Must possess and maintain a valid California Driver's License.

GENERAL :

Must satisfactorily pass all applicable examinations including, but not limited to, a pre-employment physical, drug screen and background check.

SALARY GRADE :

10 ($74,148 - $150,795) *

Anticipated Hiring Range : $105,000- $135,000

Hiring Range is usually mid-range & DOQ
