Qualifications :

• Required : Bachelor's degree in Electrical Engineering, Electronic Engineering, Process Control Engineering, Instrumentation Engineering, Engineering Technology, Physical Engineering.
• Preferred : Master's degree in Electrical Engineering, Electronic Engineering, Process Control Engineering, Software Systems Engineering, or any related discipline.
• Required : 5 - 7 years of experience in control system functions, preferably in O&G Industry.
• Preferred : Experience in Petrochemicals Industry or DCS / SIS systems OEM experiences.
• 2-3 years at a similar position as Emerson control system engineer for (Q-Chem II), Honeywell control system engineer for (Q-Chem) or Yokogawa control system engineer for (RLOC) and Triconex safety systems.

Other Job Specific Requirements and / or Vocational Accreditations :

• Functional Safety Engineer
• ISA Certified Automation Professional (CAP) Certification
• ICS Cybersecurity Fundamentals

Task Description :

Plan, develop, maintain, and coordinate control system DCS & Emergency Shutdown system (PES / SIS) engineering activities, design, operation and maintenance for all plant facilities to ensure availability of reliable DCS & SIS.

People Management :

Supervise the activities and work performed by direct reports to ensure that they are carried out in an efficient and effective manner, in line with the annual business plans, and departmental policies and procedures.

Recommend training and development interventions for team members to build their capabilities.

Control System Management :

Provide technical expertise for the specification, design, purchase, installation, and commissioning of DCS, PLC, Emergency shutdown and safety instrumented systems.

Provide ongoing technical support to operations and maintenance departments on DCS, SIS, Alarm Management, APC, Historian and PLC system problems.

Analyze data, troubleshoot performance, conduct root cause analysis, and make recommendations to improve DCS / SIS reliability.

Closely coordinate with ICS Cyber security to design and maintain the cyber security of the DCS, SIS and ICS Assets.

Provide scoping, cost estimates, and preliminary engineering design work. Design and procure process control components and systems for maintenance, capital projects, and turnaround.

Support pre-start up safety audit operations.

Review and approve design drawings for construction. Coordinate independent engineering reviews when appropriate.

Prepare scope of work for DCS / SIS jobs, AFE documents, loop drawings, cause and effect charts, Interlock narratives MOC preparation, approval, Implementation and Pre-start up safety reviews.

Alarm Objective analysis / rationalization and configuration of alarm system as per recommendations / standards, Real Time Alarm management, KPI developments, Weekly / Monthly review, and Management reporting.

Policies, Systems, Processes & Procedures :

Contribute to the identification of opportunities for the continuous improvement of departmental systems, policies, processes, and practices considering 'international leading practices' to improve productivity and operational efficiency.

Provide critical input to support the development of Section's systems, policies, processes, and procedures to meet business requirements.

Ensure team members comply with all Section's policies, processes, standard operating procedures, and instructions so that work is carried out in a controlled and consistent manner.

Familiar with National / International standards on DCS, SIS, Alarm Management, cyber security including but not limited to QCERT, NIST, ISA-18.

Ensure compliance with regulatory requirements and relevant quality, health, safety, security and environmental procedures and controls across the Department to guarantee employee safety and delivery of high-quality products / services.
