ESSENTIAL FUNCTIONS :
Incumbent must achieve the following outcomes with or without reasonable accommodation :
- Assumes the responsibility for the integration and effectiveness of all programs managed through the Special Education units.
- Ensures effective systemic goal development, budgeting and outcome evaluation of departments in Special Education.
- Assures the development and maintenance of a continuous improvement model through the close integration of activities conducted by Special Education departments.
- Coordinates and facilitates implementation of legal requirements for units managed.
- Designs and implements systems to ensure compliance with federal indicators.
- Coordinates with Assistant Superintendent for Approvales, oversees and administrationers of budgets related to legal compliance.
- Develops and maintains Special Education policies and procedures to ensure federal, state and district compliance.
- Develops and implements strategic plans to assure compliance with district, state and federal regulations.
- Creates, promotes and oversees the implementation of goals in administrative and compliance areas.
- Supervises and manages Special Education staff.
- Implements OCR plans and other agency plans that involve Special Education.
- Coordinates and aligns Special Education activities with other Directors.
- Coordinates and facilitates implementation of legal requirements for units managed.
- Coordinates and oversees the processes required for hearings, complaints and settlement agreements.
- Actively supports and leads staff to support district goals.
- Disseminates district information in a timely and positive manner.
- Develops and maintains effective communication with legal representatives, parents, community and APS staff.
- Interacts with individuals and groups inside and outside the district to ensure district goals regarding Special Education are met.
DUTIES : In addition to the essential functions of this job, the incumbent must perform the following duties :
- Complies with state-approved Code of Ethics of the Education Profession and upholds and enforces rules, administrative directives and regulations, school board policies, and local, state and federal regulations.
- Articulates and facilitates the implementation of the mission and values of the Albuquerque Public Schools.
- Safeguards confidentiality of privileged information.
- Prepares and maintains accurate and complete records and reports as required by law, state directives, District policy and administrative regulations.
- Shares the responsibility for the supervision and care of District inventory, proper and safe use of facilities, equipment and supplies, and reports safety hazards promptly.
- Maintains professional relationships and works cooperatively with employees, the community and other professionals.
- Maintains professional competence through individual and staff training, in-service educational activities and self-selected professional growth activities.
- Attends and / or conducts staff meetings and participates on committees within area of responsibility.
- Performs other tasks related to area of responsibilities as requested or assigned by an immediate supervisor.
PREFERRED KNOWLEDGE, SKILLS, ABILITIES AND EXPERIENCE :

- Ability to provide leadership in working with students, staff, parents and others.
- Ability to develop and maintain team environments within the department
- Knowledge of strategic planning processes.
- Previous experience dealing with Special Ed litigation at a district level
- Special Education License and experience
REQUIREMENTS :
MINIMUM REQUIRED EDUCATION, LICENSES, CERTIFICATIONS, EXPERIENCE AND SKILLS :
Master’s degree in Education or related field.
Holds or is eligible for a New Mexico Administrators license
10 years of leadership experience in an educational setting providing services for special needs students
Knowledge of Special Education, including legal / regulatory issues, service delivery models, evaluation processes, and issues
related to the implementation of a Continuous Improvement Model.
- Knowledge of current and effective practices, programs and services to special needs populations.
- Knowledge of federal and state regulations as they pertains to litigation, complaints and and mediation
- Possesses the interpersonal skills to effectively mediate and facilitate in situations related to compliance
