Duties

Responsible for the day-to-day management of the telecommunications, computer operations and production control functions of the Bureau of Prisons' (BOP) wide-area network (WAN) BOPNet, as well as SENTRY and communication with other external Department of Justice (DOJ) systems.

Monitors network performance and provides end-to-end troubleshooting of the FBOP's enterprise network infrastructure.

Responsible for developing and updating standards for the network infrastructure and proper procedures for maintenance of the network.

Responsible for the planning, design, acquisition, coordination and installation of IT equipment in the BOP's Network Control Center.

Responsible for preparing network designs and surveys for new institutions and maintaining network documentation for existing institutions.

Qualifications

To be considered for the position, you must meet the following qualification requirements.

Basic Requirements :

Education : There is no substitution of education for specialized experience at this grade level.

Experience : You must have IT related experience demonstrating each of the four competencies listed below.

  • Attention to detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations;

knows about available products and services; is committed to providing quality products and services.

Oral communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial);

makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience :

You must have one year of specialized experience at the next lower grade. Specialized experience is experience that has equipped the applicant with the particular competencies / knowledge, skills and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled.

Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Some examples of this qualifying experience are :

  • Led the design and deployment of a national network infrastructure, increasing wide area network bandwidth to high speed Ethernet circuits.
  • Developed and executed a nationwide wireless infrastructure at over 100 locations.
  • Directed a cross-functional team in the rollout of a new fiber communication platform, ensuring project completion on time and within budget.

If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.

Additional information

This position IS NOT included in the bargaining unit.

The representative rate for this position is $180,359 per annum ($86.42 per hour).

Special Conditions of Employment Section :

Initial appointment to a supervisory / managerial position requires a one-year probationary period.

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.
