Senior Director of Campus Safety, Emergency Management and Planning (UPDATED)

Take responsibility for developing and managing safety, security, emergency management and response plans and procedures for the community.

Lead the team responsible for Campus Safety, Emergency Management Systems, Environmental Health and Safety and across campus task-forces in a manner than enhances the quality of campus life while supporting regulatory and compliance requirements.

Work closely with colleagues across the institution to refine, elevate, and articulate how Campus Safety and Emergency Management's work supports the vision, values and mission of Mount Saint Mary's University.

Work Location : Both Doheny Campus (Downtown Los Angeles) and Chalon Campus (West Los Angeles). Occasional remote work : 1-2 days per week remote work.

Annual Salary Rate Range : $150,000.00-160,000.08

Monthly Salary Rate Range : $12,500.00 - $13,333.34

Duties and Responsibilities :

1. a.) Campus Safety and Emergency Management :

  • Develop policies, process, reporting and plans for compliance with Clery reporting and other required annual reports
  • Collect data for, compile and publish the Clery Annual Security Report as well as manage the electronic and hard copy distribution of the report.

Serve as the University's point person for the U.S. Department of Education regarding submissions of the Clery Report and respond to questions regarding its preparation.

  • Develop and maintain the campus wide emergency operations plan, along with specific appendixes or annexes
  • Provide annual and periodic training for the community on the emergency operations plan
  • Direct, organize, and provide comprehensive campus safety and emergency management programs, including safety education for students, faculty, staff, and visitors.

b.) Oversee day-to-day campus safety and security function supported by contracted security services.

2. Coordinate and cooperate with local, State and Federal law enforcement officers as appropriate where activities of the department are involved.

Ensure that laws, ordinances and university rules and regulations are enforced and that the public peace and safety is maintained.

3. Participate in industry and professional interest groups to stay current on best practices.

4. Conduct investigations into violations of the university's policies and assist outside law enforcement agencies, when asked, in their investigations of crimes on campus.

5. Develop, coordinate, supervise and evaluate the activities and personnel of Campus Safety, Emergency Management, and Environmental Health Systems in support of the university mission statement.

6. Develop goals, objectives, policies and priorities for campus safety, emergency management, business continuity, and environmental health and safety compliance.

a.) Design and implement policies, practices, and training consistent with the needs of a diverse community.

b.) Monitor legal, regulatory, technological, and societal changes, and court decisions that may affect the work of the department;

ensure a process of continued improvement and adherence to industry best practices.

c.) Recruit, direct, train and provide supervision and mentorship of personnel and evaluate the work of contract security officers and other departmental employees.

Working with contract security vendor, develop personnel schedules for shifts, or working units that provide optimum effectiveness in terms of current situations and circumstances in governing deployment.

d.) Manage the annual departmental budgets. Plan for the review specifications for new or replacement equipment.

e.) Prepare and present effective oral and written communication material and annual reports relating to departmental activities to the Vice President for Administration and Finance.

Prepare other reports as appropriate.

7. Emergency Management

a.) Lead response to emergencies on campus, ensuring timely warning and emergency notifications as needed and in consultation with senior leadership.

Administer the university's emergency communication system and emergency notification system.

b.) Lead emergency management planning in collaboration with senior leadership and oversee plans to respond to safety in emergencies and crisis situations, coordinating response efforts with the university's senior emergency team and local agencies.

c.) Utilizing industry best practices, develop and maintain emergency response and recovery plans that meet local, state, and federal regulations.

d.) Direct the University Emergency Response Team and maintain the University Emergency Operations Plan including scheduling and facilitating meetings, drills, and reviews of emergency readiness.

Recommend practices and resources which will support emergency readiness. Provide education, training and exercises related to the Incident Command Structure (ICS).

e.) Lead emergency operations center (EOC) ensuring adequate access to technology and other resources to manage response process.

f.) Collaborate with Facilities Management as they analyze and prepare damage assessments following disasters or emergencies.

g.) Apply for federal or other funding for emergency management mitigation, planning, response, and recovery.

h.) Create After Action Reports for all emergencies where ICS and / or the EOC was activated.

i.) Build and maintain strong, collaborative relationships with local officials. Conduct joint training and share emergency management plans.

8. Business Continuity

a.) Collaborate with department directors and the executive team to develop and implement plans to anticipate, address, and mitigate the effects of various business interruptions.

b.) Prepare plans and procedures to help the university maintain operations and minimize losses during and after an emergency.

Develop and maintain a business recovery plan and procedure; review, revise, and expand existing plans and protocols.

c.) Conduct risk assessments for various departments and functions, analyzing potential business impact of unpredictable business interruptions such as natural disasters, security breach, and market disruptions.

d.) Collaborates with IT staff to develop and implement best practices to protect and restore data and systems in the event of natural disasters, viruses, and hackers.

e.) Identify and implement recovery operations and methods to allow the university to function at limited or partial capacity if part or all the infrastructure is damaged or destroyed.

Identify likely outside resources required and secure memoranda of understandings (MOU) with relevant contractors or services providers.

9. Environmental Health and Safety :

a.) Provide direction to the formulation and administration of Environmental Health & Safety (EHS) policies and programs in meeting the university's public health, safety, environmental protection, and compliance responsibilities.

b.) Monitor EHS programs for compliance with all applicable federal, state, and local laws and regulations, including but not limited to, compliance with State, County and City governmental and public health guidelines and public health orders.

Act as liaison to and interface with regulatory and public sector agencies.

c.) Working in collaboration with other departments, develop programs and obtain resources required to execute all aspects of the university's environmental responsibilities including but not limited to those related to occupational health, industrial hygiene, chemical, and laboratory biological.

d.) Oversee the implementation and maintenance of environmental health and safety management systems and emphasizes accountability around safety policies and decisions.

e.) Ensure accurate and timely record keeping and document management.

f.) Lead, support, and guide university safety committees.

g.) Conducts regular reviews with university leadership and prioritizes issues.

h.) Works closely with the Sr. Director of Facilities Management and other relevant departmental leadership to facilitate training to cover emergency procedures, workplace safety, and other relevant topics.

10. Community Relations : Working collaboratively with the marketing and communications team, cultivate and maintain good community relations with the surrounding communities.

a.) Meet with elected or appointed officials, other law enforcement officials, community and business representatives and the public on all aspects of Campus Safety activities.

b.) Cultivate and maintain positive relationships with the local public safety leadership serving the two campuses.

c.) Develop and maintain productive relationships with the student government association and staff and faculty groups. Work closely with the student services and human resources departments.

d.) Liaison with neighborhood individuals and groups regarding noise complaints.

11. Other duties assigned by the Vice President for Administration and Finance.

Other Duties and Responsibilities :

1. On call 24 / 7 365 days per year

2. Some nights / weekend work

3. Participate in outside professional organizations and committees

Job Requirements :

ability to interact with a variety of individuals.

Physically able to perform the duties of the job which may include (but are not limited to) : walking, standing, sitting, running, lifting, bending, twisting, restraining and handcuffing individuals.

Education :

a . Required : BA / BS in Administration of Justice, Criminal Justice, Public Administration, or other similar relevant degree and / or combination of education and experience.

b. Preferred : MA / MS in Business Administration, Criminal Justice, Public Administration or Emergency Management

Experience :

a. Minimum of seven years of progressively increasing responsibility and experience in campus safety management / risk management / emergency management / command level experience, with at least four years in a senior position, including diverse assignments and / or experience in an emergency management, fire safety, or law enforcement organization, preferably at an institution of higher education of similar size and complexity as Mount Saint Mary's University.

b. Demonstrated knowledge of emergency management, risk management, compliance, and safety issues as well as best practices and legal issues in a higher education residential environment.

c. Proven record of innovative and collaborative problem-solving.

d. Demonstrated ability to effectively work in and support a diverse community.

e. Experience and a genuine commitment to working with diverse communities and fostering an inclusive environment based on trust and mutual respect;

demonstrated cultural competency; and a commitment to equity, diversity and justice, and engaging students from different backgrounds.

f. Ability to respond with diplomacy, speed, and tact during volatile situations.

g. Demonstrated skill in establishing and maintaining effective working relationships with senior administration, academic leaders, students, faculty, staff, parents, governmental authorities, community and municipality groups and the general public.

h. The ability to possess and retain a current valid California Motor Vehicle Operator license.

i. The willingness and ability to be available and respond 24 / 7 during critical incidents.

j. Among other qualifications, candidates should ideally demonstrate the following characteristics :

k. Capability to adapt to unexpected changes in the University environment while maintaining continuous safety and security at the University.

l. A general understanding of first responder services, including 911 dispatching and law enforcement services, fire suppression, and emergency medical response.

m. A general understanding of fire, building, and Americans with Disabilities Act (ADA) compliance.

n. Experience with the National Incident Management System and Incident Command System functions.

o. A general understanding of environmental, Occupational Safety and Health Administration (OSHA), or higher education related health and safety regulations.

p. A general understanding of security technology and emergency communication equipment, hardware, and software.

q. Awareness and understanding of mental-health issues and best practices around successfully assisting distressed individuals

r. True team player with a high level of professional ethics and personal integrity

s. Highly committed to both professional and personal growth and development as a manager, leader, and public safety expert;

deeply committed to the professional development and training of staff

t. Experience creating a unified vision, mission, and strategic plan to move a department in a positive direction

u. Ability to build a strong, empowered team with positive morale throughout the department

Licenses and Certifications :

a. California Driver's License, Class "C"

b. First Aid, CPR, AED

c. BSIS Guard Card within 6 months of date of hire

d. FEMA ICS 100, 200, 300 and 400

e. FEMA IS 700 and 800

f. HSEEP (preferred)
