Senior Associate Civil Engineer (Planning)
SUMMARY :
Under general supervision, is in charge of the civil engineering condition assessments, program planning and other functions necessary to develop a continuous capital improvement program for a city department.
MAJOR JOB DUTIES :
1. Plans and supervises the work of a moderately large group of subordinate engineers and drafting technicians engaged in performing fundamental condition assessments, feasibility studies of alternate methods of solving specific civil engineering problems;
and preparing capital program priorities, budgets, and estimates of costs for projects.
2. Prepares policies for carrying out work.
3. Assigns, reviews and approves the work of subordinates.
4. Instructs and advises workers on the more difficult phases of work.
5. Proposes a variety of construction, reconstruction, maintenance and capital improvement initiatives.
6. Assesses the conditions of pavements through ratings and more intensive analyses.
7. Investigates and analyzes pavements by destructive and non-destructive methods.
8. Manages a database of pavement conditions, develops maps of pavement conditions and proposed methods of maintenance repairs, improvements, construction and reconstruction.
9. Prepares special studies and reports relative to matters such as alternate solutions and estimates of materials and costs.
QUALIFICATIONS :

Bachelor's degree in Civil Engineering.
Five years of experience in the assessment of pavement conditions and database tracking tools for large municipal projects including two years in a supervisory or team leadership capacity.

KNOWLEDGE OF :
- Principals and methods of civil engineering design and construction.
- Equipment and materials used in civil engineering projects.
- Project costing, monitoring and reporting techniques.
SKILL IN :
- Analyzing problems relating to civil engineering design and construction.
- Supervising, prioritizing and directing the work of others.
- Analyzing pavement conditions and utilizing databases and other tracking tools, including RoadSoft, develop an ongoing capital program.
- Familiar with PASER ratings and other pavement condition tools and with SEMCOG reporting requirements.
- Reading, understanding and evaluating engineering plans and specifications.
- Oral and written communication.
- Use of personal computers and common office and work related software.
- Preparing concise technical and non-technical reports.
ABILITY TO :
- Plan and direct the activities of a moderately large group of subordinate engineers and draft technicians.
- Estimate costs and schedules for engineering projects.
- Interact effectively with subordinates and peers with tact and diplomacy.
- Display initiative and resourcefulness in solving difficult and unusual engineering problems in connection with problems of civil engineering planning
LICENSE, CERTIFICATION AND OTHER SPECIAL REQUIREMENTS :
Current registration as a Professional Engineer in the State of Michigan.
Valid State of Michigan Operator License required
