Position Overview
QinetiQ USis looking for a Congressional Analyst to work in Arlington, VA. This position supports a program within the Office of the Under Secretary of Defense (OUSD) for Research and Engineering (R&E). Duties Include :
Responsibilities
- Coordinate, lead and plan the full range of complex congressional activities and communications on behalf of OUSD (R&E);
- pro-activelywork and coordinate strategy execution with the Office of Secretary of Defense for Legislative Affairs (OSD LA) and the Office of the Under Secretary of Defense (Comptroller) Budget and Appropriations Affairs (BAA);
manage Congressional work-flowthrough CHARRTS, DoDCTS, OLC websites, CATMS.
- Respond to special assignments as required to support emerging requirements and multi-functionaladministrative support services, to include analysis, filing, Congressional staff support activities, inter -OSD and inter-Department Congressional task management, briefing creation or management, and special Congressional work-flowmanagement.
- Create and maintain work-flowreporting and analysis documents and products as required by R&E, including tracking deadlines and delays and issuing notices and guidance to the offices within the R&E organization.
- Collate, edit, format, or otherwise refine special R&E-level reports, including managing special groups and creating work-flowstrategies to meet complex and evolving Congressional reporting requirements.
- Verify, pass and maintain staff security clearances; receive, process and maintain building / hill badge requests for staff and congressional committee members;
track and maintain incoming Freedom of Information Act (FOIA) requests; provide assistance in obtaining parking clearance on the Pentagon Reservation for congressional visitors.
Required Qualifications
- A minimum of five (5) yearsrecent and relevantexperience
- Top Secret Clearance with ability to obtain and maintain a TS / SCI #qinetiqClearedJob
- Bachelor’s degree from an accredited college or university is required. At the discretion of the Government, specialized experience may be substituted in lieu of specific educational requirements.
- Minimum of two (2) years of experience on Capitol Hill. A minimum of five (5) years of relevant experience working congressional actions to include : legislative proposals, congressional reports, and research of congressional language.
- Knowledge of military protocol, congressional activities, and experience in working at the highest levels within the government and / or private sector is required.
- Minimum of one year of experience in direct OSD principal engagement, with demonstrated ability to quickly distill and brief complex subjects in that environment.
- Experience navigating DoD processes and organizational structure, and success engaging and enhancing connectivity between leadership and subordinate offices.
- Experience directing coordination of policy or products that involves multiple / disparate stakeholders
Preferred Qualifications
- Minimum of one (1) year of experience in direct OSD principal (USD, ASD or DDR&E) management is highly desirable.
- Knowledge and experience using the following applications / programs is highly desirable : Correspondence and Task Management System (CATMS), Congressional Hearings And Reporting Requirements Tracking System (CHARRTS), DoD Directives Portal, Congressional Quarterly (CQ), RollCall, Early Bird and OLC online products.
- Top Secret / SCI clearance is preferred.
