The Mayor’s Office of Innovation is a new initiative to work on specific strategies that will demonstrate innovation in action, and build innovation capacity Citywide, with an emphasis on data analysis, human-centered design thinking, and public-private partnerships.

The Innovation Team is focused on improving service delivery and city performance across the City through replicable, strategic projects in key policy areas like small business recovery, housing, and homelessness and mental health services.

  • Priority initiatives include : a customer journey and data insight project to demonstrate how City dollars are funding better outcomes through our non-profit partners;
  • developing data-driven incentive programs for landlords to participate in housing vouchers; working with the Permit Center to improve coordination and accountability in permit timing and service delivery;

or other design-centered, cross-departmental initiatives.

We are looking for an energetic and persistent Project Analyst to take the lead in coordinating and showing the power of data in bringing transparency and accountability to services, while keeping equity and ethical use of data at the forefront.

The Senior Digital Project Analyst is a member of the Mayor’s Office of Innovation. The program manager will drive key initiatives such as leading innovation roundtables with the Civic Bridge team, whose work includes measures to enhance civic engagement with tech leaders within the community.

The Senior Digital Project Analyst will assist with day-to-day operations and projects, working with team members that include data specialists, engineers, innovation analysts, and creative communications specialists.

The role coordinates closely not only with Innovation Team members, but also with the Office of Digital Services, the Chief Data Officer, the Mayor’s policy staff, and City departments.

Essential Functions

  • Establish strong relationships with project stakeholders, including City staff, private and nonprofit sector leaders, and San Francisco residents.
  • Work closely with team members and partners to develop a project scope, deliverables, required resources, work plan, budget, and timing for the given initiative.
  • Coordinate and delegate cross-departmental initiatives.
  • Produce program reports for management and stakeholders.
  • Research specific policy areas that are priorities for the City and Mayor.
  • Lead the idea-generation process to identify pain points and potential solutions, with an emphasis on human-centered design.
  • Provide support to City staff in the development and execution of implementation plans.
  • Ensure effective outcome and indicator measuring tools are used for performance monitoring and communicating progress to team members.

Education : An associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits / units i.

e., at least sixty (60) semester or ninety (90) quarter credits / units with a minimum of twenty (20) semester or thirty (30) quarter credits / units in one of the fields above or a closely-related field .

Experience : Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

Substitution : Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years).

One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.

Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

The selection process will include evaluation of applications in relation to minimum requirements and assessment of candidates’ job-related knowledge, skills and abilities.

If this becomes necessary, only those applicants whose qualifications most closely meet the Department needs will be invited to continue in the selection process.
