Summary

Reporting directly to the President / CEO, provide leadership and direction for overall administrative functions of Finance, and, and all required audit functions of the district, and Treasury functions including investments, debt, and Trust functions.

Be the financial liaison to the Board of Directors, State and other governmental Departments, Art Committee Foundation, and contractors as required.

Lead the Accounting team regarding all established Governmental GAAP principles (GASB) and public accounting requirements.

Responsible for processing all approved payments remaining for the Addition Project as well as reconciliation of all such processes generated by the Project team.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

Leadership :

Provide overall management, leadership, and direction for facility financial and accounting operations to include the Assistant director of Accounting and Finance, Accounting Manager, Procurement Manager, Payroll Accountant, accountants and other accounting team members.

Responsible for the overall development of personnel through leadership, training, coaching, and mentoring.

Responsible for creating a strong working relationship with the SCC COO and outside consultants regarding financial planning and investment management.

Responsible for the oversight, management, and delivery of training for managers, supervisors, and staff. Support a work environment that promotes teamwork, performance feedback, recognition, mutual respect, and employee engagement;

while ensuring compliance with Board policies, required governmental accounting functions, and all legal requirements.

Carry out supervisory responsibilities in accordance with the organization's policies, labor agreement, and applicable laws.

Responsibilities include interviewing, hiring, and training employees; planning, scheduling, assigning, and directing work;

appraising performance; rewarding and disciplining employees including dismissal; addressing complaints and resolving problems.

Maintain close, open, and productive communications channels with all SCC departments and personnel, and in-house contractors to ensure successful operations and customer satisfaction.

Responsible to actively participate in the Quality Service Monitor (QSM) Program to monitor and evaluate events housed within the facilities.

Building Operations :

  • Direct subordinates in planning and carrying out day-to-day financial and accounting functions, tasks, planning, projects, and operations following all required procedures.
  • Adhere to the Labor Agreement between the SCC and SCC Labor Council, including all related documents. Consult with appropriate internal staff concerning the interpretation and implementation of the agreement.
  • Develop and oversee asset inventory control plans which include facility specific items as well as all contractor equipment owned by SCC.
  • Monitor and evaluate accounting and financial operations with the aim of developing ideas and activities which will allow the staff to plan projects and perform their duties and functions in the most creative, cost effective, efficient methods while building in the quality needed to help enhance the facility operationally for a sound future.
  • Develop directives, policies, and procedures in operating effective programs in the area of accounting, payroll, finance, and procurement management that benefit the whole organization.
  • Provide input into and then execution of the annual strategic plans for assigned departments consistent with the board annual operating goals.
  • Participate in the research, development, evaluation, and implementation of new products, services, technology, and processes to ensure the Convention Center's competitive position and in anticipation of changing customer needs within the dynamic convention environment.
  • Provide input and direction in the development and monitoring of fiscal budgets, facilities operations, and strategies to produce both short-term and long-term profitability.
  • Responsible for tracking of capital project expenditures to manage to the approved budget.
  • Responsible for the production of all financial statements and supervision of all audits performed.
  • Ensure the department complies with the established event management software system and other software as required. Become knowledgeable of the system and assist the department staff to be proficient users.
  • Develop and maintain good relationships with State Revenue, Treasury, and legislative staff.
  • Communicate regularly through those staff to maintain satisfactory working relationships.
  • Create and maintain good working relationships with County and City financial departments for current and future sharing of information and reporting.
  • Prepare preliminary budget documents and work with VPs and department directors to draft and complete final budget proposal and submit to CEO and board for approval.
  • Manage SCC operational accounting practices through department management and staff to include event billing, sub-contractor’s payments and contract reconciliation, retail vendor rent collections.
  • Direct the Procurement functions for SCC. Responsibilities include maintaining proper procurement policies and procedures, adequate staffing to process all purchasing as needed and on time.

Recommend to Board of Directors for approval of any needed changes for cost savings, efficiencies and procedural needs.

  • Discuss and present monthly operating financial information to Board of Directors including highlighting particular risks and opportunities observed.
  • Responsible for the management and supervision of the State and financial audits. Direct staff to be responsive to the necessary requests for information and to answer all questions from the Board and Finance Committee.
  • Prepare financial reports and notes for the annual report. As requested by the Chairman and President / CEO, provide special reports and analytic review in regard to the annual report, cashflow forecasting and modeling or other projects as directed.
  • Maintain oversight of entire debt service schedule and ensure satisfaction of all covenants and other debt reporting requirements as needed.
  • Lead efforts to obtain additional financing as required along with refinancing of existing debt, providing support to maintain bond ratings and payment schedules based on cash flow forecasts.

In addition, manage the investment of all funds in accordance with SCC board policies.

  • Assist in risk management process including involvement in obtaining adequate insurance to cover the risks of the organization.
  • Direct and manage all necessary functions for payroll processes to include tracking of all required employee payroll information including taxes and benefits.
  • As a member of the Facility Director's team, be responsive to calls and alerts and respond to multiple and sometimes pressure situations, and be able to function in an efficient, calm manner using sound judgment in all activities.

External Relations :

  • As directed, act as the SCC's liaison with board, board contractors, and local agencies to coordinate financial operations and respond to issues or projects related to financing, investments, bond holder needs, audits, payroll, procurement, and facilities operations.
  • Responsible for ensuring that important information, both accounting operations and financial, are communicated to approved contractors relating to funding agencies, bond holders bond trustees and other necessary agencies.
  • Ensure timely submittal of all required information and reports to stakeholders including federal, state, county, city and other jurisdictional entities.

Other Responsibilities :

Perform all assignments with an attention to the safe operation of equipment and supplies, especially as it relates to the safety of self and others working within the area.

Immediately report all accidents / incidents.

Perform all duties in a professional and productive manner, in accordance with the Quality Service Program, to ensure the successful operation of the SCC.

Comply with the SCC's mission and all standards, procedures, and established programs and ensure compliance by department staff.

  • Maintain a thorough understanding of and successfully perform all duties, responsibilities, and department procedures in a calm, professional, safe, and effective manner.
  • Provide regular and predictable attendance and punctuality in order to satisfactorily complete job responsibilities in a timely manner.
  • Perform quality work demonstrating successful skills in dependability, communications, customer and co-worker service, planning, departmental organization, job knowledge, judgment, and facility wide teamwork.
  • Proficient in MS Office 365, MS Windows environments and Momentus management software.
  • Familiar with financial software systems as well as user administrations within these applications

Minimum Qualifications :

  • Bachelor's degree (B.A.) from four-year college or university;
  • Ten (10) years related experience and / or training;
  • Five (5) years of direct experience in high level finance functions at a management level which demonstrates excellent administrative and leadership abilities.

Prefer some experience in a hospitality environment.

Equivalent combination of education and experience may be considered

Preferred Qualifications :

Experience in government finance accounting with entities that have complex finance structures including public debt and treasury management.

Schedule : Flexibility to work evenings / weekends dependent on event schedule.

Work Location : Seattle, WA 98101. Hybrid schedule with 1 day per week remote available after 90 days of employment.
