Pay Range

$142,050 - $182,388 Annually for the TSS.3 level

$170,430 - $218,868 Annually for the TSS.4 level

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We're looking for a Quality Assurance Engineer to provide technical subject matter expertise and support related to the flow down and implementation of the Laboratory’s Institutional Quality Assurance Program (IQAP) and Quality Management System (QMS).

This role requires the ability to maintain performance under pressure, exhibit sound judgment and sensitivity to organizational dynamics, and the ability to provide confident proactive guidance to leadership and stakeholders.

This position is in the Office of Laboratory Oversight Mission Assurance (MA) department within the Director’s Office. This position reports directly to the Institutional Assessment Program Manager.

This position offers a hybrid schedule, blending in-person and virtual presence. You will have the flexibility to work from home 4 days per week.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will :

Plan and execute assessments for both internal and external organizations and suppliers and produce well-written reports for each (appx.

70% of the role is assessment and auditing).

• Oversee and monitor changes to requirements and processes that may affect the IQAP / QMS.
• Working under consultative direction, ensure effective flow down and implementation of the IQAP and QMS requirements within the PADs / Directorates.
• Lead the development of QA measures and metrics to monitor institutional performance and risk; create and deliver required training materials to support Assessment Team initiatives and ensure compliance with quality assurance standards.
• Prepare documentation that supports the implementation of the quality assurance program, policies, procedures, and tools as required and provide interpretations in the execution, conversion, implementation, and maintenance of Laboratory Institutional QA documents.
• Collaborate with the group leader in strategic planning and setting the future direction for the group to enhance compliance with institutional quality assurance requirements.
• Advice and counsel program managers and provide solutions on unusual, complex and / or sensitive QA-related matters, which require in-depth analysis and creativity.
• Support the group leader in the management and maintenance of the ISO 9001 program which is critical to the institutional mission.

Support ISO-based verifications, surveillances, and certifications, assuring QA processes align with expectations for those standards.

• Lead efforts to improve understanding and awareness of quality principles, processes, and tools through improved communications, outreach, and customer feedback, facilitating the implementation of proposed changes.
• Travel up to 50% time to perform supplier audits.
• Perform other duties as assigned.

Additional job responsibilities, at the TSS.4 level :

• Direct technical or operational tasks and projects and / or support research efforts and conduct advanced studies through the application of best practices.
• Develop creative solutions, principles and new ideas and / or identify / clarify customer requirements that impact operations or directions.
• Provide solutions to highly unusual and complex issues / problems where a high degree of ambiguity exists around techniques and approaches.

Solution paths are typically not known ahead of time.

Develop new ideas, modify approaches, and / or redefine customer requirements that impact organizational operations or directions.

Brief senior management on overall impact and approach.

Train team members on software quality topics.

Qualifications

• Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
• BS degree in engineering or scientific discipline or equivalent combination of education and related experience.
• Advanced knowledge of quality assurance principles, requirements and processes, and their application to engineering, safety, security, environmental, health, and / or emergency management, decommissioning, and other related areas.
• Significant experience in the implementation of management systems based on International Standards Organization (ISO) processes.
• Ability to read and interpret documentation for compliance with procedures, standards and regulations.
• Significant experience conducting assessments of QA and QMS processes to determine effectiveness.
• Advanced knowledge of QA regulatory guides, orders and standards associated with the industry and an understanding of their potential impact when applied to the Laboratory.
• Strong verbal and written communication, facilitation, and collaboration skills with a focus on customer service.
• Advanced knowledge in or significant experience using Microsoft Suite applications (Word, Excel, PowerPoint, SharePoint, Teams, etc.)
• Experience working independently toward objectives in a self-directed manner as well as in a collaborative team environment.
• Ability to travel domestically up to 50% of the time for assessments or other job-related activities.

Additional qualifications at the TSS.4 level :

• Subject matter expert knowledge of Software QA Engineering in the technology industry and executing SQA policy.
• Expert communication, facilitation, and collaboration skills necessary to effectively present, explain, and advise senior management, external sponsors, regulators, reviewers, and stakeholders.

Qualifications We Desire

• Certified Quality Assurance Engineer and / or Certified ISO Auditor.
• Knowledge or ability to obtain knowledge of quality standards (NQA-1, NAP-401.1A, ISO 9001, ANSI Z1.13, DOE Guide G 413.

3-4A and DOE Order 414.1D).

Black Belt / Lean Six Sigma Certification.

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter.

Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
