USAID’s Bureau for Humanitarian Assistance (USAID / BHA) is the lead federal coordinator for international disaster assistance.

USAID / BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by helping people in need become more resilient to future crises.

Team Credence, through the Bureau for Humanitarian Assistance Support Contract (BHASC), provides operational and administrative support to provide and coordinate humanitarian assistance and maintain 24 / 7 response capability.

The Personal Services Contract (PSC) Liaison provides support to PSCs who are hired to support BHA. This includes conducting onboarding briefings in coordination with the PSC Team to discuss the following, but not limited to, PSC compensation, budget, and the terms and conditions of their individual contract.

Communication will ensure PSCs are aware of requirements and timelines to keep their contracts active and in good standing and will direct PSCs to key resources.

While a PSC contract establishes an employer-employee relationship between an individual and USAID, the PSC Liaison Team supports individuals hired through this mechanism by sharing resources and monitoring parallel systems and requirements.

The PSC Liaison reports to the PSC Liaison Team Lead or his / her designee. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

Responsibilities include, but are not limited to the duties listed below Serve as a one stop shop to PSCs in talent management and customer service functions.

Understand USAID PSC contract requirements, allowances, and benefits including but not limited to leave, travel, training, System for Award Management (SAM) registration, security and medical clearances, and insurance reimbursement policies and procedures.

Liaise with the PSC Association and other key staffing stakeholders across BHA; serve as a conduit for BHA PSC information;

and support the PSC Liaison Team Lead in revising and maintaining resource guides. Organize PSC onboarding, offboarding, FAQs, and conduct regular touchpoints with PSCs.

Aid Supervisors and BHA Teams to organize annual performance evaluations and ensure contract deadlines are met. As needed, organize, and participate in PSC engagement activities, including but not limited to recruitment fairs.

Facilitate planning and documentation requirements for ad hoc PSC approvals related to leave, service dates, employment, insurance, etc.

Other duties as assigned.Education, Requirements and Qualifications Education and Experience : BS 2+ Years, MS 0+ Years, or HS 6+ Years Exceptional attention to detail and customer service skills Excellent communication skills written and verbal.

Required to have US citizenship with the ability to obtain and maintain a US Government issued Secret clearance for the duration of your employment.

  • Possess excellent oral and written communication skills; Have strong working knowledge of Microsoft Office and Google Suite;
  • Be able to multi-task and work under deadlines in a fast-paced and collaborative environment; Be capable of prioritizing tasks and follow up on actions without prompting;

Working Conditions and Physical Requirements : In-person work requirement with the ability to telework; Lifting in excess of 25 lbs, standing for long periods of time, transporting equipment, etc.

Full pay range for this position is $75,000.00 to $90,000.00 per year, with the starting wage determined based on candidate’s knowledge, skills, experience, as well as budget availability.
