Additionally, the incumbent will be working with key stakeholders to address any architecture deficiencies that are negatively impacting the operational performance and deterioration of the cybersecurity posture.
Typical responsibilities are :
- Monitor and analyze technology and trends that could improve and / or standardize security, programs, products and performance
- Establish / communicate enterprise-wide technology policy and standards to the relevant organizations, and executing multiple high-impact initiatives to achieve overall goals
- Serve as a key advocate for advancing the state of enterprise architecture, information technology investments, capabilities and services based on technology trends, legislative requirements
- Provide technical and administrative leadership within OCIO for the successful implementation and maturation of the sound engineering methodology for the fast pace / evolving transportation industry
- Develop technology refresh guidelines, formulate budgets, and deploy all approved budgeted items by the stated timelines
- Accountable for engineering, integration, and tier3 O&M sustainment and vendor escalation activities for network, operational technologies, SCADA, communication, enterprise asset management, security baselining of products and services
- Responsible for the (de)mobilizations of network, operational technologies and 24x7x365 sustainment of the regional network
Knowledge and Experience :
- 15 years in IT with extensive track records of success with large-scale system integrations / modernizations / implementations & tier-3 engineering sustainment experience
- 10 years of demonstrated technical / architecture engineering / sustainment / project management experience to include general IT, Operational Technologies, Cellular / Digital Radio, SCADA systems
- 8 years of implementation and sustainment of the enterprise services hosted on-premise as well as within cloud based IaaS, PaaS and / or SaaS environment (Microsoft Azure and / or Amazon Web Services)
- 8 years of demonstrated responsibilities in supporting the development of the enterprise vision and strategy, short and long range technology roadmap, policies and budget plans for IT services based on response to input from stakeholders.
Aligns the plans with the service level agreements, and manages the monitoring and assessment of performance against plans
- 8 years of supporting the enterprise adaptation of the NIST FIPS 140 & SP 800, ISO 27001 / 27002, CIS, PCI-DSS cybersecurity framework and implementation methodologies
- 3 years of contract management (Time & Materials, Firm-Fixed-Price, Fixed Price Incentive, and Cost Reimbursable) to include leveraging Earned Value Management (EVM) and development of statement of work (SOW), performance work statement (PWS), and / or statement of objectives (SOO) responsibilities
- 3 years of demonstrated expertise in establishing network architecture, technology policies in adherence to regulatory guidance and relevant cybersecurity policies (including but not limited to federal regulations and corporate compliance), and assures programs and operations are delivered on time and on budget and meet all SLAs required by the programs served by the infrastructure and enterprise applications
- Progressively responsible experience in public service or in the private sector which provides a thorough understanding of organizational, procedural, and human aspects in managing is required (Transportation sector experience is a Plus)
- Must have a Bachelor degree (Master is preferred) from an accredited university or college in computer science / engineering, information technology, or a related field of study
- Current / Past Certifications in the below areas is a plus : Project Management Professional (PMP), Certified Information Systems Security Professional (CISSP), ITIL v3 Practitioner / v4 Strategic Leader certified, Certified Engineer in RedHat / Microsoft and / or Microsoft Azure / AWS, Cisco Certified Network Professional (CCNP), VMware Certified Professional.
Skills :
- Identifying, developing, and applying best practices in information technology, design, acquisition, policies, procedures, and principles necessary to ensure delivery of technology investments / contractual obligations
- Managing information technology programs, forecasting for all resources, including budget and forecasting (EVM expertise), and having a background in waterfall / agile software development and delivering positive experiences for internal and external customers
- Designing, implementing, and evaluating information systems in complex organizations supporting mission operations and maintaining system performance
- Collaborating with Keolis / PTA’s CIO / CTO / CISO to effectively implement and sustain a resilient enterprise and to provide support in the development of the strategic direction to enable KNA divisions to prepare for, detect, and respond to cyber-attacks
- Ability to lead people toward meeting the organization's mission and providing an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts
Key Accountabilities :
- Champion of the KNA technology and IT innovation strategy and roadmap
- Participate in APTA innovation and technology committee to shape the future of the industry
- Collaborate with internal and external stakeholders to envision and engineer competitive edge solutions
- Develop system / network architecture that enhance reliability, sustainability and supportability of our services
- Responsible for all engineering activities related to SCADA, Operational Technologies used within the sector to fulfill Competitive Advantage and contractual requirements
- Providing contract oversight to ensure all IT investments are effective and efficient in accordance with government regulations, public transportation authorities and corporate guidance to execute sound capital planning and investment strategies.
Assist with ramping up New Affiliates & Support Existing PTAs delivery teams
- Contribute to the business development (proposal preparation & review) activities
- Efficient and effective mobilization & demobilization of contract delivery teams
- Timely recruitment and redeployment of quality staff to support operations
- Periodic visits to each job site to enhance quality of services provided and support GM’s business initiatives (25%)
- Establish working relationships with technology vendors and partners to advocate Keolis’ position and accelerate the delivery of services (pilots & full-scale deployments)
Tier3 engineering support for all business units (adherence to SLA)
- Timely delivery of our services based on established SLA
- Continual process improvements to enhance the quality of services
- Leverage key performance indicators to identify service and quality gaps and conduct periodic reviews and implement corrective actions
Establish baseline images and updates (cyber solution implementation and triage)
- Collaborate with CISO to establish baseline images (network, OT, SCADA devices)
- 100% protection implemented
- Responsible for containment of and recovery from cyber attacks
- Support CISO & 3rd party investigative firms to conduct forensic analysis
Collaborate with System Owners / Managers to perform upgrades and develop modernization roadmaps as required
- Provide technical leadership in developing lifecycle management approach
- Timely development of modernization roadmaps and implementation of approved initiatives as required
- Develop Integrated Master Schedule to track progress of all projects and provide monthly financial health updates
- Effective use of written and verbal communications to advance progress of joint initiatives
Perform / support annual service restoration exercises
- Collaborate with internal / external stakeholders and co-Develop Disaster Recovery Plan (annual revision thereafter)
- Support the establishment / refinement of the Business Continuity and System Restoration Plans revised annually (or as part of the major modernization effort)
- Successful completion of annual service restoration activities
