Job Description :
- The Talent Specialist will support talent acquisition programs and retention and processes, administration, and resources for the Virginia Department of Health including outreach, recruitment and selection, recruitment marketing and reporting, and workforce planning and succession.
- Key responsibilities will include recommending solutions, inclusive of critical hard-to-fill positions, as well as assisting in designing and delivering related training.
- In addition, this role will have primary accountability for enhancing the VDH college recruitment and internship and fellowship / residency programs, further developing a talent pipeline for entry-level recruiting by building relationships with staff at colleges and universities, and oversight of compliance in the VDH recruitment policies and processes.
- Key projects will be assigned to support strategic initiatives including agency-wide V3 program, social media and job fairs presence, inclusion and diversity, and retention as related to this functional area that aligns with the Virginia Department of Health's Strategic Plan and the Virginia Plan for well-being.
Emphasis on utilizing project management, program development, and platform / facilitation skills.
The Talent Specialist will also support agency-wide executive-level positions by interpreting and applying policies, procedures, and regulations in the following HR functions and actions ER, recruitment, compensation, benefits administration, transactions, documentation, FLSA, classification, and performance management.
Role & Responsibilities :

Talent Acquisition & Retention :
Assist with agency-wide efforts to improve the effectiveness of recruitments by working with hiring managers to : create competency-based EWPS;
develop effective, attractive, and compliant postings; and populate screening criteria.
- Consult with and provide guidance to hiring managers and the HR Teams in order to attract and retain the best possible pools of candidates, while ensuring compliance with state and federal laws, regulations and policies.
- Collaborates with the Compensation Manager and Agency on Career Plans where applicable.
- Provide and / or oversee provision of job search guidance.
- Coordinate materials for job fairs, recruitment opportunities, and social media communications.
- Establish metrics to guide successful efforts in improving recruitment process efficiency and quality of recruitment outcomes.
Consulting :
- Serves as business partner to Districts and Offices in the customized evaluation, recommendation, and design of recruitment activities.
- Advises on talent acquisition trends, markets, and strategies for attracting and acquiring current and future talent.
- Project & Program Coordination
- Researches, recommends, and designs recruitment projects, programs, and policies to achieve a flexible, highly qualified, and competitive workforce-implementation of such programs as needed, inclusive of V3, the DHRM Employment Opportunity Plan, internships, apprenticeships, and partnerships.
- Works in conjunction with the HR Teams, Workforce Development & Training team, and prescribed agency stakeholders to continuously evaluate effectiveness of such programs and policies.
Workforce Planning :
- Presents information to OHR leadership by focusing on public health relevance.
- Establish recruitment goals and metrics and communicates with the HRM teams & leadership; adjust goals and metrics and needed.
- Evaluates retention and succession activities in the Agency.
- In conjunction and partnership with OHR Team, manages and analyzes data, interprets findings, communicates analyses and results, and makes sound recommendations based on findings.
- Uses data to design / develop / evaluate programs.
Other Duties :
- May be required to perform other duties; may include functions in support of emergency declaration
- May serve as a backup for personnel transactions in the statewide personnel system

- Strong & effective communication skills (including : platform, presentation, and facilitation skills used to manage group processes).
- Demonstrated ability to analyze data from multiple sources into actionable recommendations.
- Demonstrated ability to effectively interact & build relationships with all levels of organizational staff & external partners.
- Knowledge, skill, & demonstrated experience with identifying gaps in current / future staffing, competencies, processes, & organizational systems.
- Demonstrated knowledge of the fields and disciplines of Human Resources, and Talent Management as well as corresponding principles, practices, and processes.
Typical Supervision :
Independently performs tasks. Keeps management informed of issues that may affect multiple organizations within the agency.

- Experience in HR Management, Psychology, Business, Public Administration, Industry
- Recognized professional certification (e.g. SPHR, SHRM-SCP) highly desirable
