Summary
The Director of Finance and Accounting provides oversight of all finance, accounting and reporting activities of the Tampa Housing Authority.
Leads the overall accounting finance and operations strategy and will have functional responsibility over accounting, accounts payable, budgeting and expense procedures.
The Director of Finance and Accounting will ensure that systems and procedures are in place to support effective program implementation and provide strong internal controls.
Works involves ensuring maximum utilization of program funds using effective budgetary controls and financial analysis. Prepares reports for internal use analyzing the Housing Authority's RAD program, operating budgets, Housing Choice Voucher Program.
Develops financial models to evaluate cash flows, test scenarios and to ensure maximization of operational performance of THA's multifamily projects.
Essential Job Functions
- Manage the accounting function of the authority, including day-to-day accounting functions
- Develop and implement month-end closing procedures and coordinate closing activities with accounting staff to assure timely completion of financial statements
- Coordinate revisions to grants and associated budget revisions with HUD.
- Verify accuracy and completeness of general ledger account balances
- Review monthly and quarterly financial statements; such as balance sheets and income statements for distribution to CFO, COO, President, Board, and appropriate THA management personnel
- Review energy program utility consumption reports to support Agency's HUD subsidy calculations and Agency's fiscal budget
- Assist Directors and Department managers in modifying processes to monitor approved budgets.
- Ensure chart of accounts are compatible with HUD systems in order to promote timelier reporting.
- Oversee the daily cash management of bank accounts
- Serve as computer liaison with M.I.S. department to determine impact of systems changes on accounting operations.
- Reviews and analyzes the Financial Data Schedule (FDS)
- Establish and maintain computer modules in YARDI to facilitate input and reconciliation process
- Oversee year-end accounting functions and prepares annual budget
- Prepare HUD operating fund calculation (subsidy)
- Prepare year-end audit schedules and work closely with external auditors to provide data or oversight to support audit activities
- Prepare MDA report for inclusion in Agency audited financial statements
- Prepare agency-wide operating budget and assist with final presentation to Board of Commissioners. Include budgets prepared on behalf of related entities and component units.
- Review and update accounting procedures manual, as needed
- Research IRS regulations to ensure compliance
- Prepare and file local government personal property tax returns as required.
- Coordinate the annual fixed assets module in Yardi
- Prepare financial data reports to support Agency audit and HUD REAC annual submission
- Develops financial models to evaluate cash flows, test scenarios and to ensure maximization of operational performance of THA's multifamily projects (Financial Analysis).
- Develops models, financial analysis of business activities, and other programs
- Closely coordinate with Asset Management functions to assist in financial analysis
- Develop financial models to aid in cost analysis of all programs
- Establish and maintain financial planning models and assist in the design and implementation of new financial reports
- Assist in the development of pro forma financials, gathering and evaluating economic, demographic and real estate market data
- Assist in providing comprehensive analysis on new HUD programs that will assist company-wide decision making
- Work closely with other Finance staff as well as non-financial professionals around the company to develop forecasts and to maintain those forecasts in the budgeting system
- Supervise the accounting staff
- Conduct pre-employment interviews and make hiring recommendations
- Interpret and apply personnel policies, departmental policies, and other relevant policies and procedures
- Plan, assign, and review the work of subordinates
- Train or direct training of new personnel
- Prepare and review performance appraisals and discuss Performance Improvement plan with subordinates as appropriate
- Ensure timely completion of performance evaluations for staff
- Counsel subordinates regarding job performance and document in accordance with established procedures
- Recommend disciplinary and other personnel actions, as needed
- Review time and leave reports for the department
Knowledge, Skills, and Abilities
- Knowledge of the Tampa Housing Authority policies and procedures
- Knowledge of HUD, and other federal, state, and local regulations related to the financial operations of a public housing authority
- Knowledge of the principles and practices of management and supervision
- Knowledge of the principles and practices of accounting
- Knowledge of accounting-related software
- Knowledge of report preparation techniques
- Ability to plan, organize, and assign routine work and special projects in order to meet HUD requirements and organization goals
- Ability to compile or direct compiling of data and preparation of reports
- Ability to communicate effectively orally and in writing
- Ability to establish and maintain effective working relationships with supervisor, subordinates, co-workers, auditors, and consultants
- Ability to analyze reports and financial data and formulate recommendations

Minimum Qualifications
- Requires Bachelor's Degree in Accounting, Finance or closely related field.
- Requires fifteen (15) years of experience in public or governmental accounting which includes five (5) years progressive supervisory experience;
or an equivalent combination of education, training and experience that provides the requisite knowledge, skills and abilities.
CPA required
Other : Valid Florida Driver's License Insurable under the agency's insurance policy
