Job Description Summary :

Are you ready to help lead a National Academies division focused on engineering and physical sciences? Do you possess excellent communication and management skills and enjoy pursuing strategies that foster innovation and solutions based approaches?

The Division of Engineering and Physical Sciences (DEPS) is seeking an experienced individual to engage in the division's exciting work, serving as a strategic partner, collaborator, and advisor to the Executive Director.

Working in close coordination with the Executive Director and full Executive Office team, the Deputy Executive Director provides day-to-day oversight for and contributes to leadership of program units and special executive office projects in the division that undertake a wide range of activities related to science, technology, engineering and their applications to public policy and capacity development.

This position provides guidance and direction to the program units on the development and management of activities, including consensus studies, roundtables and forums, standing committees, expert meetings, and workshops.

It serves as the primary point of contact and central source of information on institutional and division policies and procedures and provides innovative solutions to complex problems that impact the division's success.

The Deputy Executive Director supports the Executive Office in policymaking, professional development, and strategic planning activities and serves as Acting Executive Director in the absence of the Executive Director.

The successful candidate will be dedicated to advancing a culture of respect, diversity, equity, inclusion, and belonging among the staff.

Knowledge of the institution's mission and culture is a plus. The Deputy Executive Director reports to, and works closely with, the Executive Director.

DEPS seeks to assess the role of science and technology in important public policy issues and to advance science and engineering, identifying knowledge gaps, needed research as well as improvements in workforce, data and research, development, and implementation methods.

In these ways, it fosters better science and technology and their use to support decisions on public policies and programs.

DEPS' work is organized around four broad areas :

  • Unique government missions in defense, national security, space, aerospace, and cybersecurity
  • National infrastructure challenges such as energy and environmental systems, information and telecommunications, manufacturing, supply chain, civil engineering, and the constructed environment
  • Science and engineering disciplines such as physics, mathematics, astronomy, computer science and engineering, materials science and engineering, and their applications
  • Continuing assessments of federal government laboratories and research programs

Job Description :

ESSENTIAL JOB DUTIES :

Executive Management : Partners with the Executive Director in management and planning activities. Advises on tactical and strategic direction.

Works closely with the Executive Director and other senior leaders to translate strategic goals into operational plans and measurable outcomes.

Serves in an acting capacity in the absence of the Executive Director with decision-making and signature authority for all DEPS activities.

Represents DEPS within the organization to leadership and outside the organization to constituents and other parties.

Program Unit Oversight : Provides program unit strategy across workforce planning, learning and development, talent management, organizational change, engagement, and retention.

Fosters a culture of collaboration, innovation, and continuous improvement among Program Unit Leads.

Synthesis : Strategizes and organizes DEPS programs or initiatives to align with the organizational Strategic Plan and DEPS-specific strategic thrusts.

Monitors progress towards strategic objectives, adjusting plans, resources, and strategies as necessary to achieve desired outcomes.

Provides leadership and direction to multiple program units, ensuring effective integration and alignment. Develops and implements processes to enhance coordination and communication across program units.

Works with Program Unit Leads and the Executive Director to present a clear narrative of DEPS activities and impact.

JOB SPECIFICATIONS

Required Knowledge, Skills, and Abilities : Ability to develop, evolve, and steward sponsor relationships and negotiate funding.

Ability to work successfully in a team environment and to form and maintain effective teams, resolve conflicts, and seek consensus.

Ability to solve intellectual problems that reflect substantial variety and complexity. Ability to serve as a resource to others in resolving complex issues.

Ability to operate with substantial latitude for independent judgment and action. Ability to execute high quality, timely work.

Experience working in complex environments with a high degree of organizational effectiveness. Ability to develop relationships with co-workers and employees in other National Academies' departments through effective communication, consultation, and collaboration.

Excellent communication skills with a proven ability to effectively interact with all levels of employees. Understanding of the National Academies' mission and culture.

Minimum Education / Training Requirements : Ph.D. in related field or equivalent knowledge.

Minimum Experience : Twelve years of related professional experience, six of which were in a supervisory capacity. Program expertise and experience related to at least one unit of the division a plus.

Physical Capabilities : Ability to work at a computer for extended periods of time. Ability to travel.

Required Licenses, Certification or Registration : None.

Supervisory Responsibilities / Controls : Reports to Executive Director. Independently establishes goals and objectives.

Supervises assigned staff.

Compensation Range : The National Academies of Sciences, Engineering, and Medicine support equity, fairness, and transparency in our compensation programs.

An estimated compensation range for this position is $159,060 - $278,360. Compensation offered to the selected candidate will be based on the candidate's relevant knowledge, skills, and work experience, commensurate with compensation of current employees in comparable positions with similar knowledge, skills, and work experience, and subject to budget parameters.

Note it is not typical for a candidate to be hired at the higher end of the range. This is a benefits-eligible position.

Work Environment : Hybrid Office / Telecommute environment, expected onsite percentage 60%, with occasional travel between National Academies' facilities and to off-site meeting / sponsor locations.
