Job Description

Accounting Operations and Suppliers Division (AOSD) is responsible for monitoring, tracking and approving citywide financial transactions in conformance with established procedures and controls.

It is also responsible for establishing and maintaining citywide guidelines, policies, procedures and internal controls.

The City’s financial system, PeopleSoft, is used extensively in this work. The City’s reporting and analytical tool, BI, and Excel are also heavily used.

  • As part of the Supplier Management, Chartfield and Policy Team within the Accounting Operations & Suppliers Division (AOSD), performs professional-level and complex analytical work in the areas of data maintenance, reporting, and analysis;
  • leads process enhancement projects to streamline Citywide employee reimbursement processes, workflows that require CON approval, and supplier onboarding processes;

collaborates with other divisions in the Controller’s Office (CON) and other City departments to achieve the City’s financial and social economic strategic goals.

Essential Duties

  • Create a comprehensive database of Citywide accounting / financial policies, job aids, canned responses, and other knowledge bases
  • Adopt use of AI for City users’ accounting / financial questions and troubleshooting requests
  • Automate and enhance workflows involving CON approval including Surplus Transfer, P-Card onboarding and maintenance, State Travel Program onboarding and maintenance, etc.
  • Integrate data from third party applications for CON managed card programs (e.g., US Bank Access Online) with PeopleSoft, and build reporting tools for both City internal users and the general public
  • Unify and enhance the business processes for Citywide travel purchases which are currently achieved through multiple mechanisms : employee reimbursement, P-Card, City booking from local travel agencies, and City booking through State Travel Program.
  • Analyze and align business processes to enhance data governance and use of AI
  • Prepare and develop metrics in calculating efficiencies and effectiveness of alignment of business process and technology
  • Develop solution options and makes recommendations to management accordingly on various business process enhancement projects;

prepare and deliver regular management reports

  • Create and update desk procedures related to workflow design, report building, and data analysis; train and develop staff for succession planning
  • Prepare analyses and analytical reviews of City departments’ financial data supporting year-end activities
  • Create, validate and analyze the data for various departmental and Citywide projects
  • Maintain, validate and analyze supplier profile and ChartField data in PeopleSoft as assigned
  • Assume AOSD Financial & Accounting Support Team (FAST) assignments as necessary

Qualifications :

These minimum qualifications establish the education, training, experience, special skills and / or license(s) which are required for employment in the classification.

Possession of a baccalaureate degree from an accredited college or university and three(3) years full-time equivalent experience performing professional-level analytical work.

Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution :

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years).

Thirty (30) semester units or forty-five (45) quarter units equal one year.

Desired Qualification

  • Bachelor’s degree or above majoring in Computer Science
  • Proficiency in database management and data analysis
  • Experience with applying Artificial Intelligence to business processes
  • Strong written and oral communication skills

Appointment Type : Temporary-Exempt (TEX) Appointment. Pursuant to the City & County of San Francisco Charter, Section 10.

104.13. Any person occupying a position under exempt appointment shall not be subject to civil service selection, appointment, and removal procedures.

Exempt employees shall serve at the pleasure of the appointing officer.
