About the Department :

The Division of Operations is a large service organization that provides a broad array of services to the campus community through Information Technology (IT), Campus Police Services, Facilities Management, and Institutional Research and Analytics.

The department supports a wide range of operational and financial functions that ensure the effective and efficient management of the College’s resources.

Position Summary :

Reporting to the Vice President of Operations, the Director of Financial Operations provides comprehensive financial and operational support to the division.

In addition to financial planning for the division, this role includes oversight of capital projects, budget management, procurement, and supplier / vendor relations.

The position collaborates with various stakeholders to ensure the successful execution of projects, management of budgets, and optimization of resources across the campus.

The selected candidate will prepare, review, and monitor annual budgets for the Division of Operations, including Facilities, IT, and Campus Police Services.

Main Responsibilities :

  • Coordinates and administers major Capital and IT project budgets. Ensures all funding sources are identified and appropriately categorized, manages budget adjustments, and administratively closes out project budgets upon completion.
  • Processes Capital Project Requests and ensures adherence to the Capital Project Request approval process.
  • Works with the Office of Budget and Finance to ensure proper entry and tracking of projects and requisitions according to the College’s Capitalization Policy.
  • Collaborates with Facilities teams on the issuance of Request for Proposals (RFP) and Invitations for Bid (IFB).
  • Manages vendor relations in support of Facilities-related projects.
  • Develops and maintains effective relationships with key stakeholders in Facilities, IT, and Campus Safety to identify enterprise-wide sourcing and procurement opportunities.
  • Oversees contract and supplier management, including the execution and monitoring of key supplier relationships and ensuring compliance with contract terms.
  • Provides collaborative management of the Maintaining Assets Plan (MAP) and prepares multi-year projections for the Associate Vice President and Vice President of Operations.
  • Supports the annual budget request process and enters data into the PBCS system, ensuring all supplemental requests and allocations are tracked and managed effectively.
  • Responds to data requests from external agencies and internal departments, including preparing and entering the State Capital Budget Request into the New Jersey portal.
  • Researches, reviews, negotiates, and executes vendor contracts and renewals, focusing on cost savings and sourcing opportunities.
  • Other duties as assigned by the Vice President, including serving on appropriate college committees.

Required Qualifications :

Baccalaureate degree in Finance or related field.

Seven (7) years of capital financial management and administration experience, preferably in higher education.

Experience with core software systems such as Microsoft Office Suite, Google Suite, project management applications, and ERP financial systems.

Strong problem-solving and analytical skills, with the ability to build consensus across large, diverse stakeholder groups.

Preferred Qualifications :

Expert knowledge regarding the State of New Jersey and TCNJ procurement rules.

Ability to lead and develop teams with experience in Project Management Applications (TeamDynamix), Oracle Cloud ERP, and Oracle PBCS.

Master’s degree in Business Administration or a related field.

Residency Requirement : In accordance with the New Jersey First Act P.L. 2011 c.70, effective September 1, 2011, new public employees in certain positions (faculty exempt) are required to obtain New Jersey residency within one (1) year of employment.
