The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets.
JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.
The Industry and Security Analysis Group (ISAG) within JOID provides analytical, technical, and program support to promote, grow, and protect the .
industrial base. ISAG’s support spans the Department of Defense (DOD), Department of Commerce, and other agencies to deliver critical decision support to national security leaders.
Our team informs policy decisions, enables execution of comprehensive strategies and monitors and reports on the effectiveness of implementation.
This enables senior leaders to execute strategies for developing and sustaining a robust industrial base that meets our nation’s strategic resource objectives.

We have a near-term need for a Program Security Manager to provide onsite support at the Pentagon in Arlington, VA.
Responsibilities
The Program Security Manager will provide OUSD(I&S) with multi-discipline security support (. physical security, personnel security, records management) in support of their missions.
Will ensure strict adherence to the DoD Defense Special Access Program (SAP) Security Manual DoDM 5205.07, DoDM 5200.1, the NISPOM, and other applicable directives and policies.
Identify and mitigate security incidents along with developing response measures for Government leadership, and serve as the Program Security Officer (PSO) and SME for special security and SAP support in a SCIF and / or SAP facility (SAPF).
Monitor access to SCIF / SAPF and compliance with physical and administrative security requirements for the SCIF / SAPF;
coordinate with the OUSD (I&S) SAPCO, SSO, Joint Staff, and MILDEPS security offices for guidance, direction, and resolution of security-related issues and requirements.
- Coordinate personnel clearance verifications and visit request requirements; provide security briefings for visitors and meetings;
- initiate and coordinate Program Access Requests (PARS) and provide access briefings when PARs are approved. Update and maintain classified access management systems of record such as Scattered Castles, DISS, and the Joint Access Database Environment;
coordinate facility, equipment, communications, and information technology needs specific to SCIF / SAPF requirements, including preparation for and assistance during required security inspections.
Assist in developing and executing approved policies and procedures and provide training for safeguarding SAP, Sensitive Compartmented Information (SCI), and collateral data in support of DoD and federal interagency operations.
Identify and report vulnerabilities, threats, and risks to operational activities and review, monitor, and report the status of action items, activities, and products using the CATMS and JSAP Systems (or other approved task trackers).
Qualifications
Required :
- 5 years of experience as an FSO, AFSO, CPSO, Military Security Manager, or Special Security Officer (SSO)
- Working knowledge of DoD Defense Special Access Program (SAP) Security Manual DoDM 5205.07, DoDM 5200.1, the NISPOM, and other applicable directives and policies
- Active TS Clearance with SCI Eligibility
Desired :
- Bachelor’s Degree
- Security Fundamentals Professional Certification from the Defense Counterintelligence and Security Agency (or equivalent certification)
- Experience as a SCIF Manager
- Experience supporting OUSD (I&S)
