Description

Position Summary : The Clinical Director (CD) provides clinical leadership, direction and support to VOA women programs serving substance use disorder and mental health clients within the Women Residential Center umbrella, including residential, drug free housing, and transitional housing programs.

The position is responsible for ensuring quality, innovative clinical programming that addresses the needs of at-risk women and their families.

The CD oversees implementation of appropriate evidence-based programming with an emphasis on trauma-informed care, diversity and inclusion, and best practices for programs for individuals who may be justice or DHS involved.

This position works closely with the Program Director to ensure delivery of high-quality services and monitor fidelity of evidence-based curricula and compliance with Oregon Administrative Rules governing behavioral health services.

Compensation : $65,736 - $76,692 / year (Depends on Experience and / or Certifications). This is a full-time position with excellent benefits! Benefits package includes medical, dental and vision insurance, life insurance, short and long-term disability insurance, 403(b) with automatic 5.

5% contribution after 18-months regardless of employee participation, flexible spending account, employee assistance program, and other voluntary benefits and discounts.

Generous paid time off plan includes 15 days in the first year, 23 days in the second year, and 26 days in the third year.

Education, Training and Experience :

  • A Master Degree in Social Work and Oregon licensure is required.
  • Certified Alcohol and Drug Counselor (CADC II) certification required.
  • At least five years of clinical work including experience with co-occurring disorders, trauma, corrections, and residential treatment.
  • Two years of clinical work experience must be post-licensure.
  • Knowledge of Trauma Informed Care, Evidence-based Treatment, and Recovery Oriented Systems of Care.
  • Two years of supervisory work with clinicians serving at-risk populations and the ability to provide effective clinical supervision, including the experience and knowledge to consult on complicated and challenging cases is required.
  • Knowledge of ASAM and DSM-V assessment, individual, and group therapy is required.
  • Experience with electronic health records systems is required.

Competencies :

  • Ability to provide trauma informed clinical supervision services, including individual supervision, group supervising, and group observation.
  • Ability to assess emergent client case management needs and provide appropriate consultation on intervention / referral.
  • Clear understanding of trauma-informed care best practices.
  • Knowledge and skills to deliver culturally competent services and work effectively within multicultural and diverse socioeconomic situations.
  • Excellent documentation skills
  • Excellent communication and interpersonal skills, both oral and written
  • Conflict resolution skills
  • Ability to maintain healthy professional boundaries with clients and co-workers.
  • Familiarity with or ability to learn Feedback Informed Treatment.

Other Eligibility :

  • Must be able to pass a DHS criminal history background check.
  • Reliable vehicle, an active driver license, current insurance, and ability to pass our insurer driving standards.

Duties and Responsibilities :

  • Provide individual clinical, group and / or licensure supervision to the clinical residential clinical and transitional housing staff.
  • Assist clinical staff in dealing with emergent client crises, including assessment of client mental and physical health needs and referrals, if appropriate.
  • Provide training to all new clinical staff. Oversee the clinical components of staff onboarding.
  • Ensure that services are provided by clinical staff in accordance with professional ethical guidelines.
  • Work with administrative staff to assist clinical staff in meeting Medicaid charting, authorization, and billing requirements.
  • Prepare agenda for and facilitate weekly treatment team meetings.
  • Facilitate community, client council or client advisory committee meetings as assigned.
  • Coordinate and update treatment schedule.
  • In conjuncture with Volunteers of America medical staff, provide regular clinical oversight to medication room policy and procedure.
  • Work with Program Director to implement ensure fidelity to evidence-based practices.
  • Ensure that services are gender specific and culturally competent.
  • Ensure treatment center adherence to standards of evidence-based treatment and Oregon Administrative Rules for Outpatient Mental Health and Inpatient Drug and Alcohol Treatment through oversight and regularly scheduled chart reviews, group observation and clinical supervision.
  • Ensure that the confidentiality of all clients and records is maintained according to HIPAA and 42-CFR rules.
  • In absence of Program Director and / or Treatment Coordinator, provide program oversight and guidance to clinical, milieu and housing program staff as needed, represent the WRC at community stakeholder meetings and process client grievances as needed.

Other Duties :

Perform other duties as assigned.

Schedule : This is a full-time position, Monday - Friday, and includes on-call availability some evenings and weekends as needed.

Supervisory : The CD supervises approximately 6-10 staff members.

Work Environment : Work is performed in a clinical treatment center with moderate light and sound. May be required to intervene in crisis situations or work with agitated clients.
