Job Description

Under general direction of the Traffic Signal Shop Manager, incumbent is responsible for assisting in the management of the Traffic Signal Shop operations and field activities.

  • Essential Duties : The essential functions of the class include : assisting in the management of staff engaged in programming, installation, maintenance and repair of the City’s complex traffic signal system;
  • establishing and delegating work priorities; monitoring work flow; making field inspections; coordinating completion of work with other departmental divisions, agencies and contractors;
  • supervising signal shop subordinate staff; evaluating overall functions and productivity of subordinate supervisory staff;
  • establishing goals based on assigned and anticipated workload, available staff, and equipment; assisting in the development and oversight of software systems;
  • evaluating, developing and implementing methods and procedures to improve safety, cost-effectiveness and productivity; evaluating and recommending new technology, equipment and capital investments;
  • assisting Traffic Signal Shop Manager in long range planning; supervising the maintenance of operational, statistical and other records;
  • communicating with members of the public, agency staff, representatives of other City departments, and external agencies;

and may provide testimony in court. Performs other related duties as assigned.

Nature of Work : The performance of the essential functions of the class require working on energized equipment, around loud noise and construction equipment;

standing, walking on level and uneven surfaces, kneeling, squatting, and stooping in the performance of installation and inspection duties.

These duties also require the incumbent to climb in and out of a boom bucket and balance while working at a height of a maximum of 25 feet.

During the performance of duties, the incumbent will regularly be required to push weights in excess of 50 pounds and lift equipment that weighs over 25 pounds.

The incumbent is daily exposed to electrical hazards; installation and repair work is performed near moving traffic and in all weather conditions.

May be required to work in confined spaces; and may be subject to stand-by duties and mandatory overtime as assigned on a 24 hours per day basis.

Qualifications

Education : Completion of a recognized Electricians' apprenticeship program.

Experience : Three (3) years of verifiable experience supervising Traffic Signal Electricians equivalent to City and County of San Francisco class 9147 Traffic Signal Electrician Supervisor I.

Skills : Possession of computer skills necessary to perform the duties of a Traffic Signal Electrician Supervisor II; AND

License : Possession of a current valid Class C driver license.

Education Substitution : Five (5) years of verifiable journey-level inside wireman experience as defined by the International Brotherhood of Electric Workers may substitute for the apprenticeship requirement.

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted. One year of full-time employment is equivalent to 2000 hours.

2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Exam Process : After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following :

Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight - Qualifying) : Candidates will be required to complete a MQSQ as part of the employment application.

This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position.

The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Basic Supervisory Exam : (Weight : 50%) Candidates will be administered a written multiple-choice examination that is designed to measure basic knowledge of various supervisory practices and procedures (e.

g. directing, counseling, guiding, evaluating, motivating, disciplining, developing and training subordinates, delegation, etc.

as well as customer service and reading comprehension. This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.

The examination is administered via computer or in paper format. Qualified candidates will be notified of the particular format to be used in their test appointment notification.

The score you achieve on this examination shall be valid and 'banked' for three years, starting from the date of the examination.

This means that, during this three-year time period, you will not be required to take this test again should you apply and be found eligible for a future announcement for which this particular test is used.

Please note this test is used for other supervisory classes therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments.

If the test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement.

However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test.

Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used.

Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Only those applicants who pass the Basic Supervisory Exam will receive a score on the Training and Experience Evaluation.

Training and Experience Evaluation (Weight : 50%) Candidates will be sent a Supplemental Questionnaire via email. The questions are designed to measure relative levels of knowledge, skills and / or abilities in job-related areas.

It is important that the information provided on the supplemental questionnaire be accurate and complete. All statements made on the application materials are subject to verification.

A passing score must be achieved on the Supplemental Questionnaire in order to be ranked on the eligible list.

Eligible List / Score Report : A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only.

An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates.

Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law.

However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved.

The eligible list / score report resulting from this civil service examination process is subject to change after adoption (e.

g., as a result of appeals), as directed by the Director of Transportation or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be 12 months , and may be extended with the approval of the Director of Transportation.
