Position Overview

This position is accountable for performing analysis and enhancements to computer applications leading to more effective resource management and productivity control.

This position is also responsible for training users in the utilization of operational and information systems within the department.

Essential Functions

  • Develops detailed written plans for each phase of the system design and implementation process.
  • Analyzes and implements cost-effective computer solutions to management problems.
  • Provides system and program analysis and support of applications using the mainframe platform.
  • Maintains contact with users for the purpose of understanding and awareness of their system needs.
  • Develops and conducts training seminars for use of system applications.
  • Evaluates new software available on the market for applicability and value to the department.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Completion of a bachelor's degree majoring in Information Technology Management or Computer Science, OR
  • Completion of two years of college plus two years of experience in mainframe hardware and software including COBOL, JCL, IMS DB / DC, advanced Microsoft Excel, or a combination thereof, OR
  • Six years of experience in mainframe hardware and software including COBOL, JCL, IMS DB / DC, advanced Microsoft Excel, or a combination thereof

Preferred Qualifications

  • Experience in mainframe system development including requirement definition, analysis, design, specifications, programming, walkthroughs, and implementation
  • Experience with VBA programming, TSO / ISPF, MVS, Panvalet, .NET, Microsoft Office suite, Microsoft Access and SharePoint, CA-Telon, Easytrieve Plus, and / or SSRS
  • Effective communication skills
