Job Description
JOB SUMMARY As Engineer, serves as project engineer on engineering design and construction projects, and
independently evaluates, selects and applies standard engineering techniques, procedures and
criteria in making engineering designs and decisions. This is a responsible position in planning,
design, construction or related engineering work.Prepare preliminary and / or final plans, specifications, and estimates. Check project plans and
submittals for approval. Direct the technical work of technicians and engineering interns. Act as
construction engineer. Assist in the section's responsibilities. Other related duties as assigned.
MINIMUM QUALIFICATIONS
All grades must possess a current valid Driver's License accepted by the State of Utah at time of
hire
GRADE 15
Bachelor's degree from an accredited college or university in Civil and Environmental Engineering.
GRADE 16
Bachelor's degree from an accredited college or university in Civil and Environmental Engineering.
Licensed by State of Utah as a professional engineer (PE). Out of state applicants who possess a
PE License must become a PE within the State of Utah within six months of employment.
GRADE 17
Bachelor's degree from an accredited college or university in Civil and Environmental Engineering.
Licensed by State of Utah as a Professional Engineer (PE). Minimum of three (3) years' work experience as a professional engineer (PE) with progressive additional responsibility throughout the three (3) years.
ESSENTIAL FUNCTIONS
Prepares plans and specifications for projects including storm drains, street
improvements, concrete and steel structures, and drainage facilities. Follow project through
construction.
Manages and directs construction methods, requirements and investigation of
alternatives while projects are under construction.
Assembles all relevant information and prepares and recommends approval for contract
pay estimates, change orders, agreements, and proposals.
Serves as Safety Manager / Engineer for construction projects, ensuring contractor and
County personnel comply with federal, state, and local Occupational Safety and Health regulations.
- Reviews proposed site development to assure proper designs.
- Prepares work orders for field survey crews to obtain data required in plan
preparation and project approval.
Assists in preparation of master plans and prepare feasibility and evaluation
reports for engineering, construction, and transportation projects to determine requirements.
Calculates estimated project costs from final plan for budgeting and bonding
purposes.
Manages and reviews consultant projects to ensure feasibility; check plans and
calculations. Make recommendations as required.
- Recommends changes in design to meet County standards.
- Prepares right-of-way acquisition maps and write legal property descriptions for
acquisition of right-of-way.
- Assigns, reviews, and correct work of subordinates to assure accuracy.
- May assist in evaluating employee's performance.
- Assist in development of performance standards to be applied in section.
- Assists in scheduling work of section objectives and assignments to meet division
commitments.
Coordinates and attends meetings with other County Divisions, other government
agencies, utility companies, citizens and developers to discuss projects and programs.
Answers inquiries, complaints, and correspondence from public, including
interpretation of County ordinances.
Tracks and manages engineering, construction, and transportation programs such as
impact fees, traffic calming, and safe sidewalk programs.
